Job Summary

Expected Hiring Range $78,747 - $111,389 / year DOQ + Full-Time County Benefits

Performs advanced professional work developing, implementing, and overseeing various policies and procedures, comprehensive reports and databases, developing program priorities and funding resources, and coordinating implementation of transportation related projects in the county. The Principal Transportation Planner position in Community Development is a non-supervisory position.

Responsibilities
• Assists Department Director in establishing policies and procedures for assigned area of responsibility, including developing budget and work program for the Division.
• Collaborates with Department Director to implement, monitor and evaluate initiatives and directives of the Board of Supervisors and County Administrator.
• Assists in leading Transportation planning efforts; manages TPS/TTAC/TPO/VDOT funding applications and processes; develops CIP match funding scenarios and leverage opportunities.
• Develops new projects, new funding applications and grant proposals, and the annual Six Year Secondary Plan (SSYP). Works with on-call consultants to develop technical and supporting materials, as needed and as applicable.
• Manages the County's Locally Administered Projects program, including, but not limited to, VDOT project agreement implementation, budget and contract management, and reimbursement requests
• Provides staff support to transportation committees and subcommittees such as TTAC, Active Transportation Subcommittee, and Historic Triangle Bicycle Subcommittee.
• Implements the County Traffic Calming process as defined by VDOT; administers local traffic model; develops prioritization and implementation program for needed improvements to existing roadways and intersections.
• Ensures the county's adopted Title VI plan for county administered transportation projects is followed and implemented.
• Performs other duties as assigned.

Qualifications:
• Any combination of education and experience equivalent to a Bachelor's degree in civil engineering, urban planning, transportation planning, or related field; considerable work experience.
• Must possess, or be able to obtain within 30 days, a valid Virginia driver's license and have an acceptable driving record based on James City County's criteria.
• Knowledge of the principles, practices, and techniques of urban and regional planning and development; Federal, State, and local ordinances, codes, and regulations pertaining to planning, and community development; multimodal forms of transportation in a county context; demonstrated leadership and project management skills such as proactively completing projects from vision concept through implementation; and, considerable knowledge in county forms of government where VDOT maintains the roadways..
• Skill in use of computer software including Microsoft Office Suite.
• Must possess or be able to successfully complete within 12 months of hire, VDOT's Locally Administered Projects (LAP) Qualification Program.
• Ability to plan, organize, supervise, and evaluate research projects; make effective presentations in oral, written, and graphic form; organize, motivate, and supervise professional, technical, and clerical personnel engaged in planning, zoning, and community development and evaluate their work; initiate and effectively carry projects through to completion in a timely fashion and ensure that the section work program and projects meets identified County goals and objectives; establish and maintain effective working relationships with County officials, developers, architects, engineers, and contractors; work as a team member.
