The primary purpose of this position is to establish a logical structure to classify and organize descriptive representations within DOL and aligns the enterprise structural framework with DOL's mission, goals, structure and processes.
Major duties include but are not limited to:
- Develop and document the enterprise architecture (EA) infrastructure, including business units and key processes.
- Oversee creation and maintenance of technical infrastructure roadmaps, reference architectures, and standardized communication processes.
- Develop and maintain EA standards, templates, processes, and metrics aligned with OCIO requirements.
- Identify gaps between current and target architectures and develops transition plans to reach the target state.
- Evaluate and improve EA systems to enhance business processes and leverage emerging technologies.
- Conduct studies and analyses to improve IT architecture support for key business functions and evaluates EA impacts on organizational outcomes.
- Ensure technical integration across the enterprise through participation in testing, validation, and technical compliance reviews.
- Coordinate and conduct governance and portfolio management activities to ensure compliance with EA and security policies.
- Provide enterprise architecture guidance, support, and consultation to customers, stakeholders, IT leaders, and project teams.
- Develop and implement AI strategies, manages complex AI projects, ensures AI system security, and oversees AI system maintenance and staff training.

Specialized Experience to qualify for Principal Technical Advisor for Enterprise Modernization and Artificial Intelligence (AI), as described below.
Applicants must have IT-related experience demonstrating each of the competencies listed below:

For GS-15 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must meet ALL of the statements below to be found qualified. Qualifying specialized experience for GS-15 includes:
- Experience with leading large, multidisciplinary technical teams and enterprise programs to deliver complex AI, cloud, IT modernization, and enterprise technology solutions.
- Experience with establishing and overseeing enterprise AI governance, including policies, standards, intake, prioritization, risk reviews, lifecycle monitoring, compliance tracking, and responsible AI controls.
- Experience with directing AI and emerging technology initiatives from strategy through operational adoption, including prototyping, pilots, testing, deployment, and lifecycle management on modern cloud platforms.
- Experience with serving as a technical subject-matter expert in AI/ML, generative AI, cloud platforms, enterprise architecture, data ecosystems, automation, and modern engineering practices.
- Experience with translating mission, policy, legal, cybersecurity, privacy, data, and business requirements into technical execution through standards, architecture roadmaps, implementation plans, governance controls, and cloud-native solutions using APIs, microservices, DevSecOps, MLOps/LLMOps, secure SDLC, automation, and advanced data engineering.
