OverviewThe Chief Enterprise Architect is the ultimate technical authority responsible for the design, scalability, and integration of the entire data ecosystem, ensuring the Office of Naval Research (ONR) Comptroller’s Office Data and Analytics (D&A) Division architecture meets all requirement.
Responsibilities
- Provide the data and technical expertise to support ONR’s data and analytics mission.
- Identify, acquire, and curate relevant commercial S&T data sets, such as S&T publications, grants, patents, startup investment activities, company details, and informal S&T literature. directly engage with ONR’s expert analysts to answer strategic questions, automate reports, and configure dashboards to provide real-time insight into global research trends.

- Establish a robust data quality program encompassing data profiling, cleansing, enrichment, and stewardship. maintain metadata, data lineage, and data dictionaries using enterprise-grade tools and shall develop and deploy advanced analytics, dashboards, and AI/ML models in collaboration with ONR stakeholders.
- Provide onboarding, training, and ongoing support for analytics platforms, fostering a data-literate workforce.
- Establish and support a Data Governance Board to oversee data policies, standards, and compliance are required, as is the maintenance of continuous feedback loops with end-users and leadership for iterative improvement.
- Design, deploy, and operate all data and applications within a cloud environment authorized at the FedRAMP High baseline and DoD Impact Level 5 (IL5), and maintain the system’s Authority to Operate (ATO) at all times lo include configuration management, security patching, system monitoring, and help desk support.
- Design the architecture for scalability to accommodate future growth in data volume and user load.
- Implement and sustain secure data access mechanisms, including Application Programming Interfaces (APIs) and user interfaces for data exploration, as well as a secure Bulk Data Download capability for authorized users.
- Manage all access mechanisms under a formal data governance framework, including metadata management and data cataloging. develop and deploy machine learning (ML) and artificial intelligence (AI) models, including Natural Language Processing (NLP) to analyze unstructured text and the integration of AI/ML platforms (e.g., AWS SageMaker, Azure Machine Learning)
- Automate infrastructure and workflows using Infrastructure as Code (IaC) tools (e.g., Terraform, Ansible), build and manage CI/CD pipelines for secure software deployment, and develop streaming data pipelines (e.g., using Apache Kafka or AWS Kinesis) for real-time data processing.
Qualifications
Required:
- MA/MS with a Bachelor’s Degree in computer science or IT related degree with 10 years experience
- Ten (10) years of experience designing scalable, secure, and resilient enterprise-level systems, with at least five (5) of those years focused specifically ondata-intensive solutions in a cloud environment.
- Five (5) years of hands-ondata modeling experience, including the creation of both logical and physical data models.
- Verifiable project experience serving as the lead architect fordata integration and ETL/ELT processes, as well as designing both Online Analytical Processing (OLAP) and Online Transaction Processing (OLTP) systems.
- A professional-level cloud architect certification (e.g., AWS Certified Solutions Architect 6 Professional, Azure Solutions Architect Expert).
- Experience serving as the lead technical authority responsible for creating and maintaining formal architecture documentation (e.g., system views, technical roadmaps) for a complex data ecosystem.
