Position Summary

The Principal Program Manager - IC Acquisition & Transition Liaison (LNO) to AFTENCAP provides Air Force Tactical Exploitation of National Capabilities (AFTENCAP) Engineering, Professional and Administrative Support Services (EPASS) contract with on-site Program Management Liaison (LNO) support to an Intelligence Community (IC) Mission Partner, including coordination required in support of AFTENCAP project management, systems engineering, technology development, contracts and acquisition enabling rapid prototyping capability development, integration and transition. It includes evaluation, development and integration of current and emerging IC technologies in support of national to tactical intelligence capabilities, including tactical, multi-domain and multi-sensor fusion in support of USAF and joint warfighter requirements and additionally provides administrative, technical, operations and programmatic support to AFTENCAP project initiation, planning, execution, transition and close out activities.  This role is located onsite in Chantilly, Virginia.

Responsibilities

Duties may include, but are not limited to: 

  • Supports AFTENCAP project management including planning, direction, evaluation, and success of rapid prototyping projects, systems engineering & capability integration efforts, materiel acquisition and research and development technology initiatives involving the application of US National System capabilities in support of warfighter requirements. Position serves as the critical bridge between AF TENCAP, hosted location personnel, and external mission partners to ensure the successful introduction, evaluation, and transition of advanced technologies into programs of record.
  • Provides on-site operational, technical research and analytical assistance that includes evaluating host-tenant IC system operational capabilities and trends, and addressing integration testing, training and operational needs as related to field a survivable and effective set of operational capabilities required to meet National Defense Policy. Conducts ongoing user requirements analyses to refine existing prototype capabilities and plan new technology initiatives, including support to development of algorithms, automated processes, and enhanced data dissemination methods.
  • Supports integration of new technologies to enhance national capabilities for US and joint fighter, bomber, attack and ISR aircraft and munitions capabilities, including tactical sensor integration and multi-sensor fusion.  Facilitate the transition of these capabilities, innovative concepts, technologies, and processes to operational use, capability integration or demonstration through the planning and execution of AFTENCAP projects, proof of concept demonstrations, and testing and integration of quick reaction capabilities.
  • Supports AFTENCAP portfolio management, including support to program management reviews, design reviews, test readiness reviews, acquisition strategy development, risk assessment, management of the AFTENCAP Charter and Business Standards, database management, training program, and science and technology integration.
  • Support managing technical and special security activities, oversee technical cost, performance, and project schedule metrics of other contractor activities in the performance of AFTENCAP associated tasks and projects.Provides onsite coordination for official visits, physical access control, and security clearance verification requests for AF TENCAP personnel and designated visitors.
  • Support transition and program integration activities; support transitioning of capabilities and technologies projects to other organizations, and advise the Government of the need, implications and technical actions required to achieve transition.Assists in authoring Mission Needs Statements (MNS), Concepts of Operations (CONOPS), and initial Tactics, Techniques, and Procedures (TTPs) while facilitating design reviews with end-users. Logistics support duties shall include managing Government Furnished Materiel (GFM) and Government Furnished Property (GFP), generating shipping documentation, coordinating asset transport, tracking modification schedules, and resolving delivery discrepancies.
Qualifications

Minimum Qualifications:

 

Citizenship: Must be a US citizen

Clearance: DoD TOP SECRET/SCI eligible with current CI Polygraph

Education and Experience:

Bachelors degree and 15 years of related experience in any of or a combination of the following areas: Intelligence Collection or Operations, intelligence analysis, DoW mission planning, DoW Acquisition Engineering, RDTE or Project Management; especially with the Title 50 Intelligence Community or USAF / USN combat aviation.

 

Preferred Qualifications:

  • Degree in Engineering, Science, or an intelligence-related field desired.  Masters degree preferred.
  • Advanced ISR training to include: USAF Weapons Instructor Course (WIC), USN Strike Fighter Tactics Instructor Program (SFTI)
  • DAWIA PM Level 1, 2 or 3, and/or PMP desired

Additional Information

Location: Chantilly, VA

Travel: Estimated 20%. Travel is primarily local and within the US during the business week, with some international and extended travel up to 2-3 weeks possible.

Work Environment: Onsite. 

Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evenings and weekends as required by customer need during travel.
