Overview

Implement and maintain the integrated procedure management system (IPMS) that allows for the programmatic control and comprehensive integration of all SRS procedures and systematic assessment of DOE Order compliance commitments. Develop effective programs for the preparation, design, use, and control of policies and procedures.

Responsibilities

Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules. and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.

 

Provide guidance, direction, and assistance to M&O procedure organizations on all aspects of the IPMS.

 

Maintain company-level policy and procedure collection, which includes identifying and developing new policies and procedures, evaluating whether procedures are company-level or program-specific, reviewing and editing policies and procedures for content and format, coordinating senior staff review and approval process, obtaining approval signatures of senior management, ensuring that direct compliance commitment statements that reiterate/enforce mandatory statements within DOE.

 

Orders are readily identified in company-level policies and procedures and coordinating production and issuance of company-level policies and procedures.

Participate in and support the development of tools for improving the usefulness of and access to the company-level policy and procedure collection. This would include the development and improvement of the policy/procedure format and structure, maintenance of the electronic procedure system (ACCESS), facilitating comment resolutions and approvals, and evaluating the appropriateness of requests for new company-level policies and procedures.

Develop systems and implement site-wide requirements directly and indirectly affecting IPMS. Support and provide expertise to site-level initiatives involving procedure management.

 

Participate as member of Procedure Management Steering Committee.

 

Conduct field evaluation reviews (procedure fitness reviews) across SRS and across DOE complex to analyze procedures and procedure systems' requirements and evaluate/identify improvements.

Initiate, develop, and implement improvements (design, use and control) to entire IPMS.

 

Act as lead to site procedure improvement and enhancement initiatives such as SCD-1, Procedure Sourcebook, and SCD-2, Procedure Writing Handbook.

Provide guidance to less-senior members of department.

Qualifications

Conduct field evaluation reviews (fitness reviews) of procedure management organizations. Requires nine basic areas of evaluation:

  • Requirement overview and analysis;
  • Process review;
  • Procedure development & writing;
  • Procedure format & style;
  • Procedure control;
  • Procedure review & approval;
  • Procedure changes;
  • Training; and
  • Procedure awareness & program attitude.
  • These reviews require that Principal Procedure System Specialist identify scope of operations to be reviewed; conduct a preliminary review by analyzing and reviewing controlling administrative procedure, sample procedures, and results of any previous reviews, evaluations, and audits; conduct on-site interviews that entail discussions with managers, procedure coordinators, and technicians; observe a procedure walkdown; and review files such as technical bases, document control, history files, and procedure manuals; draft initial report and recommendations; deliver report and recommendations (including making formal presentation to organization supervisory staff); continue to work with the organization on an as-needed basis to implement improvements.
