POSITION SUMMARY
As the Pre-Construction & Estimating Manager, youwill drive the estimating and proposal function across heavy civil, earthworks,and mining projects-turning opportunities into successful bids.
Reporting to the Director, Business Development, youwill lead pursuits from early strategy through to submission, bridging the gapbetween pre-construction and execution. Working closely with construction andestimating teams, you will develop accurate, constructible, and competitiveproposals that position the company to win and support long-term, sustainablegrowth.
Responsibilities
Client Engagement& Strategic Bidding
• Work in lockstep with the Director, BusinessDevelopment to translate high-level client relationships and marketintelligence into targeted, winning bid strategies.
• Lead the development of compellingproposal narratives, ensuring that TNDC's unique value propositions, riskmitigation strategies, and project-specific "win themes" are woventhroughout the technical submission.
• Act as a key technical representative inclient-facing meetings, pre-bid interviews, and negotiation sessions, buildingtrust through deep constructability knowledge and commercial acumen.
• Shift the departmental focus from simply"pricing the work" to "selling the solution," tailoringeach proposal to address the specific pain points and operational priorities ofthe client.
Estimating &Bid Preparation
• Analyze plans, specifications,proposals, and other documentation to prepare bid estimates for projects.
• Perform complete estimates on selectedprojects consisting of project site visits, quantity take-off, pricing, andpresentation of the estimate for management review.
• Supervise and perform quantity take-offsfor all areas of the estimate while ensuring the take-off is well notated forhand-over to the project team.
• Ensure all estimates include safety and environmentalrequirements required by TNDC policies and applicable legislation.
• Prepare conceptual estimates byinterpreting historical data.
• Research and analyze cost data forreview and presentation to management.
ProposalManagement & Quality Control
• Supervises the solicitation of tradesregarding bid invitations, pricing, addenda, and tender/bid closings,prioritizing local and Indigenous partnerships where applicable.
• Interfaces and communicates effectively(written and oral) with the estimating team, construction team, all levels ofmanagement, clients, and industry contacts.
ProcessImprovement & Leadership
• Implements standardized estimating andproposal frameworks.
• Researches and analyzes cost data forreview and presentation to management.
• Establishes and maintains acomprehensive historical cost database and estimating library.
• Provides leadership, guidance, andmentorship to contracts and project personnel by sharing commercial expertise,risk management strategies, and industry best practices.
Qualifications
• Post-secondary education in ConstructionManagement, Engineering, Estimating, or a related field, with 5-10 years ofestimating experience (preferably in BC's heavy civil or mining sectors)
• Strong knowledge of constructionpractices, methods, and equipment in remote or rugged environments, with theability to interpret complex drawings, specifications, and multi-phase or jointventure bid documents
• Proficiency in MS Office, HeavyBid, andcontract/document management systems
• Demonstrated leadership experience withthe ability to mentor and guide estimating or commercial teams
• Excellent communication skills, with theability to influence stakeholders and clearly articulate bid strategies
• Strong analytical, problem-solving, anddecision-making abilities in fast-paced, high-pressure environments

CONDITIONS OF EMPLOYMENT
• This position is based in Vancouver andmay require frequent travel to active project locations within TahltanTerritory and other remote/industrial sites.
• Workloads may fluctuate around major biddeadlines.
• Pre-employment drug and alcoholscreening and fitness for work assessment where required for site access
• Valid class 5 driver's license andabstract, as required for site travel
