Position Description
Tacoma Power's Rates, Planning & Analysis division is looking for a Power Strategy & Performance Manager to manage Tacoma Power's Strategy and Performance Management group. This role serves as a key partner to senior leadership in translating Tacoma Power's strategic priorities into measurable business outcomes.

Tacoma Power's Strategy Manager role combines deep electric-industry expertise, utility-wide strategy, performance management, and executive decision support to advance cross-functional initiatives that support Tacoma Power's long-term success in a rapidly evolving electric utility industry. This is a highly visible role requiring broad and deep electric utility experience, along with strong communication, analytical, and stakeholder-management skills. The successful candidate will be able to move seamlessly between advising senior leaders on utility-wide strategy and performance and working directly with business-unit leaders and staff to analyze business issues, develop recommendations, and support implementation of strategic priorities.

The individual selected for this position will join the broader Rates, Planning & Analysis (RPA) team. This position is eligible for a hybrid work arrangement upon the completion and approval of a telework request.
Responsibilities Include:
  • Lead and support the development, refresh, and execution of the power utility's strategy and multi-year strategic plan.
  • Translate corporate strategy into clear objectives, initiatives, milestones, and performance measures.
  • Manage the portfolio of Tacoma Power Strategic Initiatives. Support execution of corporate and business unit strategies, including performance reporting, business case analysis and review, allocation of resources and alignment with the vision of Tacoma Power's Senior Leadership Team.
  • Assess developments affecting the electric utility sector, including load growth, electrification, distributed energy resources, grid modernization, reliability, resilience, decarbonization, energy markets, and emerging technologies.
  • Conduct market, industry, regulatory, financial analysis to identify emerging risks and opportunities.
  • Serve as a strategic advisor to senior leaders and facilitate strategic planning workshops across Tacoma Power.
  • Build alignment across stakeholders and cross-functional teams with competing priorities and perspectives.
  • Oversee the development and implementation of utility-wide performance management framework aligned with strategic and operational priorities.
  • Oversee the establishment and maintenance of KPI's, targets, dashboards, and performance reporting for executive leadership.
  • Facilitate and coordinate organizational efficiency improvement processes throughout Tacoma Power.
  • Manage, coordinate, and monitor budget development for the Strategy and Performance Management group, including expenditures and managing consultants.


Qualifications

Minimum Education*
Bachelor's degree in public or business administration or directly related field

Minimum Experience*
5 years of progressively responsible analytical and/or program coordination/management work in area related to assignment including 1 year prior at senior, lead and/or supervisory level

Desired Qualifications:
  • Experience working in the electric utility, energy, or broader regulated utility industry.
  • Understanding of electric utility business models, operations, regulatory environments, and industry trends.
  • Experience in strategy management, strategic planning, and/or enterprise performance management within an electric utility environment.
  • Experience working with utility performance metrics such as reliability, safety, affordability, financial performance, capital execution, and operational efficiency.
  • Experience using data analytics, business intelligence, or visualization tools to support operational and strategic decision-making.
  • Demonstrated ability to analyze complex information, identify key insights, and develop actionable recommendations.
  • Strong project management, communication, facilitation, and stakeholder-management skills.
  • Demonstrated ability to work effectively across organizational boundaries and influence without direct authority.
  • Advanced proficiency with Microsoft Excel and PowerPoint; experience with data visualization and business intelligence tools preferred.
