Full Job Description
JPI is hiring a Power Platform Architect / Technical Lead with 10 years of experience and a Bachelor's degree or 7 years of experience and a Master's degree to assist the United States Coast Guard (USCG) with designing, developing, implementing, and sustaining enterprise Microsoft Power Platform solutions that support mission-critical recruiting, workforce management, business operations, and organizational transformation initiatives. This position provides technical leadership for application architecture, business process automation, systems integration, data management, and solution governance while ensuring alignment with Coast Guard, Department of Homeland Security (DHS), and federal cybersecurity requirements. The Architect partners closely with government stakeholders, program managers, analysts, developers, and end users to deliver secure, scalable, and sustainable solutions that improve operational effectiveness and support strategic business objectives.

Responsibilities Include:

Solution Architecture and Technical Leadership
  • Serve as the lead technical authority for all Microsoft Power Platform initiatives, including Power Apps, Power Automate, Power BI, Dataverse, and related Microsoft 365 technologies.
  • Design and oversee enterprise-scale solution architectures that are secure, scalable, maintainable, and aligned with organizational objectives.
  • Establish and enforce Power Platform governance standards, development methodologies, coding practices, and architecture frameworks.
  • Provide technical leadership and mentorship to Power Platform Developers, Application Developers, UI/UX Designers, Data Analysts, and other technical team members.
  • Review and approve technical designs, development approaches, and deployment strategies.

Application Development and Systems Integration
  • Lead the design, development, implementation, and maintenance of custom business applications, dashboards, workflows, and automations.
  • Translate business requirements into technical architectures and solution designs.
  • Oversee the full application development lifecycle, including requirements analysis, prototyping, development, testing, deployment, and sustainment.
  • Design and implement integrations between Power Platform solutions and existing enterprise systems, data sources, CRM platforms, SharePoint Online, Microsoft 365 services, and external applications.
  • Support modernization initiatives and recommend enhancements to legacy applications and business systems.

Business Process Automation and Transformation
  • Lead the development of business process automation solutions that improve operational efficiency and reduce manual workload.
  • Support organizational transformation, change management, and business transition initiatives through technology-enabled solutions.
  • Collaborate with business stakeholders to identify opportunities for automation, workflow optimization, and digital transformation.
  • Ensure solutions support strategic planning, performance management, knowledge management, and operational reporting requirements.

Sustainment, Operations, and Support
  • Oversee the operational health and performance of deployed applications, dashboards, and automations.
  • Support application lifecycle management, including releases, updates, enhancements, patches, and maintenance activities.
  • Establish monitoring and support processes to ensure compliance with service level agreements (SLAs).
  • Lead troubleshooting efforts for complex technical issues, performance problems, and integration challenges.
  • Ensure comprehensive technical documentation, knowledge transfer materials, user guides, and support documentation are maintained.

Data Management, Security, and Compliance
  • Ensure compliance with DHS, Coast Guard, NIST, and federal cybersecurity requirements.
  • Design and implement security models, role-based access controls, data governance standards, and privacy controls.
  • Ensure solutions comply with data retention, records management, and information governance requirements.
  • Support security assessments, audits, continuous monitoring activities, and authorization requirements.
  • Collaborate with cybersecurity personnel and stakeholders to mitigate technical and operational risks.

Stakeholder Engagement and Program Support
  • Facilitate requirements gathering sessions, technical workshops, architecture reviews, and stakeholder briefings.
  • Provide regular status reporting, technical recommendations, and executive-level communications.
  • Support strategic planning, organizational project management, performance management, and knowledge management initiatives.
  • Collaborate with government leadership, business analysts, program managers, and external stakeholders to ensure successful solution delivery and user adoption.
  • Support transition planning, continuity of operations, and knowledge transfer activities throughout the contract lifecycle.

General
  • Serve as the lead technical authority for all Power Platform development.
  • Oversee end-to-end solution architecture for enterprise-scale applications.
  • Establish governance frameworks and best practices for Power Platform development.
  • Lead the design of applications and automations to ensure security, scalability, and alignment with strategic business transition objectives.
  • Provide technical leadership in solution architecture, enterprise application development, and systems integration.
  • Expertise in SharePoint Online and Microsoft 365 information management/repository solutions.
  • Ensure solutions are designed and deployed to meet client requirements and objectives.
  • Codifying best practices for future reuse in the form of accessible, reusable patterns, templates, and code base
  • Provide mentorship and guidance to developers to support the continued training.


Requirements

  • Bachelor's degree (BA/BS) in Computer Science, Software Engineering, or Information Systems, with a minimum of six (6) years of relevant experience, OR
  • Master's degree (MA/MS) in Computer Science, Software Engineering, or Information Systems, with a minimum of four (4) years of relevant experience, OR
  • Relevant expert-level technical certification (e.g., Microsoft Certified: Power Platform Solution Architect Expert) and a minimum of eight (8) years of relevant experience may be substituted for a formal degree.
  • Relevant experience includes solution architecture, enterprise application development, technical leadership, and systems integration.
  • Minimum of three (3) years of experience in direct support of the US Coast Guard or Government Agencies supporting defense and Homeland Security, with proven experience designing and deploying enterprise-scale solutions.
  • Microsoft Certified: Power Platform Solution Architect Expert (PL-600) certification required.
  • CompTIA Security+ (or equivalent) certification required.
  • Demonstrated experience designing and deploying enterprise-scale Microsoft Power Platform solutions.
  • Experience establishing governance frameworks, development standards, and application lifecycle management processes.
  • Experience integrating Power Platform solutions with Microsoft 365, SharePoint Online, CRM platforms, APIs, and enterprise data sources.
  • Experience leading cross-functional technical teams and managing complex solution delivery efforts.
  • Experience supporting application sustainment, operational support, and production environments.
  • Strong written and verbal communication skills to interact with internal and external stakeholders.
  • Proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook.
  • Experience building and maintaining a trusting relationship with the client and prioritizing demands.
  • Must be a self-starter with the ability to work effectively independently.
  • Proven ability to support and coordinate multiple projects simultaneously in a deadline driven process.
  • Ability to work remotely and onsite as needed at USCG HQ

  • Active Public Trust Clearance
  • Experience supporting recruiting, workforce management, human capital, or operational mission-support organizations.
  • Experience implementing Customer Relationship Management (CRM) platforms and talent acquisition systems.
  • Experience with robotic process automation (RPA), including UiPath integration.
  • Experience with SharePoint Online migrations and Microsoft 365 governance.
  • Knowledge of Lean Six Sigma, Agile, Scrum, or DevSecOps methodologies.
