Position Overview

The Power Commissioning Manager will work under the direction of the Commissioning Director and report directly to the Project Manager while on-site. The Power Commissioning Manager establishes the culture and approach, prepares schedules, process, and procedures, for the job for the entire Project SU team.

Our rapidly growing Power district, which includes structural, civil, piping, mechanical, process, process safety, electrical, instrument and control disciplines, is a multi-faceted division of Kiewit with best-in-class technical expertise focused on the EPC delivery model for power facilities. We offer a variety of engineering services, including owner's engineering, project development, detailed engineering and design, construction management and plant services. Our engineering teams bring power projects to life across North America in the following areas:

  • Gas-fired generation
  • Power delivery
  • Environmental retrofits
  • Renewables and new technology
  • Water/wastewater

Responsibilities

  • Leads and insists on strict adherence to Lock Out/Tag Out Procedures (LOTO) and policies.
  • Responsible for delivering a functioning asset to operations.
  • The interface to the Engineering, Construction and Client.
  • Develop Project Site Specific Commissioning Manual.
  • Develop and Track project Specific Plan the Plan
  • Ensure all Environmental Health & Safety (PROJECT SAFETY MANUAL) procedures are followed per the Kiewit PROJECT SAFETY MANUAL, state and federal guidelines specifically to the site permit requirements.
  • Review and or develop procedures specific to the SU activities.
  • Develop commissioning procedure templates to be site specific per the site scoped Pipe and Instrumentation Diagram(s) (P&ID's).
  • Ensure all SU related procedures are developed for the project and followed by all assigned craft personnel.
  • Read and adhere to Startup Administration Manual.
  • The SU business plans and project plans are developed for commissioning activities
  • Oversee all required SU activities related to each craft during the pre-commissioning
  • Oversee and direct SU operations personnel during the commissioning phase.
  • Oversee and direct performance testing activities during the SU phase.
  • Review commissioning package scope definition.
  • Review & implements SU staffing plan.
  • Maintain and update commissioning schedule.
  • Execute turnover plan with construction.
  • Manage and oversee the commissioning budget.
  • Ensure all SU personnel are site-specific trained.
  • Attend daily/weekly and monthly construction and project meetings.
  • Help to prioritize Punch List items (by system).
  • Oversight of sub-contractor services as needed.
  • Approves spare part orders.
  • Management of all commissioning records including accurate Red-Line/As-Built drawings
  • Manage Sub-contractors performing activities such as oil flushes, hydrolazing, and chemical clean, steam blows.
  • Manage OEM-Technical Field Advisor (TFA) support when applicable.
  • Ensure "Job Hazard Analysis" (JHA) is prepared.
  • Report on progress, issues, gaps.
  • Reviews, approves and directs daily operational plan during hot commissioning including pre-start requirements
  • Prepare action plans to address gaps in commissioning schedule/plan.
  • Track, review, & approve-of all Startup Lessons Learned, Condition Reports & Best Practices.


Qualifications

  • Bachelor of Science degree in an Engineering discipline or 10 to 15 years of equivalent work experience
  • 10+ years of CSU experience, including one previous assignment in a Senior CSU Leadership Role. Preference will be given to candidates with a minimum of 10 years of prior experience working on power projects.
  • Strong knowledge and understanding of the various systems within a power plant that is required to produce power and how they interconnect.
  • Understanding of Flow Measurement, Engineering practices, design methods & calculations. Knowledge of PC, Windows, Office Software, and IT implementation background.
  • Industry Safety Standards and requirements.
  • Capable to read, interpret & prepare applicable technical information.
  • Knowledge and maintenance of PLC and PC based control systems.
