Policy Advisor, Government Affairs and Policy

Purpose & Scope

The Policy Advisor will provide policy support, insights and guidance to assigned priority brands as well as provide policy expertise in key areas of pharmaceutical policy such as FDA and regulatory policy to inform business decisions. The Advisor will provide expert insight and guidance to advise efforts of the Federal Government Affairs team and will represent Astellas as a thought leader with external policy stakeholders to help advance Astellas policy priorities in assigned areas. The Director will help create policy positions that sustain a positive business and development environment for Astellas, while positioning the company as a credible and respected leader in the health care industry. In this role, the Advisor will work in an integrated manner with key business functions to ensure the Company's policy efforts support business objectives across the organization.

Role and Responsibilities
  • Work with internal team to develop and steer our policy agenda and advance policy positions in the U.S., collaborate with internal stakeholders to establish strategic policy positions related to access to pipeline and marketed products, and ensure that recommendations align with business and scientific objectives Lead policy generation and regularly conduct policy analyses to understand impact on company P&L and the relative priority of a given issue.
  • Closely collaborate with Federal Government Affairs and Government Communications to ensure alignment of policy and advocacy activities and create robust policy development positions.
  • Closely collaborate with Market Access Leads to ensure key policy dynamics are considered in decision-making; represent Government Affairs & Policy as extended member of priority brand teams, as necessary.
  • Lead Astellas cross-functional teams collaborating across the organization, including with Global Market Access when appropriate, to solve problems and identify novel, practical solutions to policy needs and changes.
  • Interface closely with internal business leads and create and offer strategic and tactical options for our business and functional leaders.


Required Qualifications
  • 8 years of government strategy/policy experience, or in related fields.
  • Expertise in creating and developing government policy positions in a corporate setting.
  • Comprehensive understanding of the dynamics of the pharmaceutical industry and health policy from a corporate and broader environmental perspective.
  • Experience working collaboratively in a team and cross-functionally in an organization.
  • Actively seeks out and supports collaborative thinking and problem solving with others in the organization.
  • Strong interpersonal, influencing, negotiation and communication skills (written and verbal) to effectively address all levels.
  • Demonstrated ability to successfully lead and manage multiple projects.
  • Willingness to travel up to 20%


Preferred Qualifications
  • An advanced degree such as a Juris Doctor, Masters in Public Health, Public Policy, Public Administration, Business Administration or a related field.
  • Pharmaceutical/healthcare industry experience.
  • Experience with national and/or state/regional healthcare industry associations.
  • Government or political experience - executive or legislative.


Location and Working Environment
  • This position is preferably based in Washington, DC or Northbrook, IL.

Salary Range

$161,928 - 243,500 (Final compensation will be determined based on a variety of factors, including but not limited to skills, experience and organizational equity considerations.) Flexible pay grade level based on candidate background and skillset.
