OverviewTISTA is seeking a PMO Lead to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The PMO Lead runs the Program Management Office for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting the Healthcare Environment and Logistics Management Product Line. The PMO Lead is the program's engine for schedule, metrics, deliverable quality, tool hygiene, and process compliance. This position builds and operates the dashboards, templates, trackers, and reporting pipelines that give the IT Program Manager, the Deputy, and VA a single trusted view of program performance.
Responsibilities
- Maintain the master project schedule and track all contract deliverables to ensure they are submitted, reviewed, and approved on time.
- Identify and manage program risks and issues by facilitating weekly reviews, tracking mitigation plans, and sending out timely risk alerts.
- Administer essential project tools (like Jira, GitHub, and SharePoint) and build dashboards to track the team's software delivery performance and Agile metrics.
- Create and review all major progress reports, audit internal processes for quality, and ensure the program stays compliant with security, equipment, and travel policies.
- Coordinate logistics and tooling for quarterly Agile planning events (PI Planning), track objective progress, and keep the team's strategic roadmap updated.
- Oversee the entire onboarding and offboarding process, maintain accurate staff rosters, and coordinate the rapid rollout of new task teams (Scrum Teams).
- Manage day-to-day activities for team leads, mentor junior staff, and work with recruiting to build a bench of backup candidates for quick hiring.
- Help expand the business account by finding new opportunities, building customer relationships, and assisting the proposal team with scheduling and performance data.
- Share successful templates, standard operating procedures, and lessons learned with the wider company, and support corporate quality and process improvement audits.
Qualifications
- At least 6 years of project management or PMO experience working on federal IT service contracts is required.
- At least 3 years of experience supporting Agile or SAFe teams, including hands-on Jira administration and reporting, is required.
- Proven experience is needed in creating required federal contract documents, such as project plans, monthly status reports, staff rosters, and risk registers.
- Candidates must be skilled at building enterprise dashboards and tracking software delivery metrics (Agile and DORA) using tools like Jira, GitHub, ServiceNow, and Power BI.
- Strong ability is required to build Integrated Master Schedules, track critical paths and dependencies, and manage risks, issues, and action items.
- Hands-on technical experience is needed to support Agile planning events, including PI Planning, Scrum of Scrums, and Agile Release Train coordination.
- Familiarity with VA IT processes (such as VIP, PIV onboarding, and TRM) and additional certifications (like ITIL 4 or Security+) are highly preferred.
Certifications:
- PMP (Project Management Professional) or CAPM with PMP obtained within 12 months of hire (Required).
- SAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent SAFe certification (Required).
- PgMP or PMI-ACP (Preferred).
- ITIL 4 Foundation (Preferred).
- CISSP or Security+ (understanding of ATO/RMF) Preferred.
Education:
- Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or a related field.
- Master’s degree preferred.
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Up to 15% CONUS travel.
Pay Range:
- The suggested pay for this position ranges from $180,000 to $198,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
