OverviewTISTA is seeking a Deputy IT Program Manager to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The Deputy IT Program Manager is the second in command for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. The Deputy runs day-to-day program operations so the IT Program Manager can focus on executive customer engagement, account growth, and partner management. The Deputy serves as the IT Program Manager's designated alternate with the VA Program Manager and Contracting Officer's Representatives and is expected to be able to step into the Key Personnel role without disruption.
Beyond the contract, this position is a delivery operations leader within TISTA's SCM Domain. The Deputy owns the operating rhythm of the program, including deliverable production, schedule and risk management, onboarding and staffing execution, subcontractor coordination, and the Optional Task Scrum Team activation process. The role is also a development seat for TISTA's next generation of program managers, and the Deputy is expected to contribute to TISTA's delivery playbooks, mentor emerging leads, and support Domain growth pursuits.
Responsibilities
- Act as the primary IT Program Manager when required, leading the program’s operating rhythm, including weekly meetings, Program Management Reviews, and PI Planning logistics.
- Oversee all contract deliverables and reporting, ensuring quality control for Monthly Progress Reports, Consolidated Performance Reports, and the SharePoint approval workflow.
- Maintain the Integrated Master Schedule to sequence work and prevent collisions, while leading risk management efforts, POA&M tracking, and 24-hour Risk Alert Notifications.
- Manage program financials—including cost reviews, invoicing, and travel budgets—and direct day-to-day subcontractor execution, workshare tracking, and deliverable hand-offs.
- Own the end-to-end onboarding and offboarding program, managing the Contractor Staff Roster and ensuring compliance with VA background checks, PIV credentialing, and TMS training.
- Lead the Optional Task Scrum Team activation process from staffing to deployment, and serve as the day-to-day people manager for program leads to ensure performance and career development.
- Partner with Talent Acquisition to build a strong requisition pipeline, screen candidates, and maintain a program bench and reach-back roster for rapid team staffing.
- Drive business growth by developing a 12-to-24-month account pipeline, cultivating key VA relationships, and directly contributing to TISTA proposals, orals, and past performance narratives.
- Advance corporate initiatives by maintaining reusable program management playbooks, supporting CMMI/ISO quality audits, and sharing best practices within the program management community.
Qualifications
- 8+ years in IT program/project management, including 3+ years leading $5M+ federal contracts as a PM, Deputy PM, or PMO Lead.
- 3+ years managing Agile/SAFe delivery for 25+ FTEs across multiple products (e.g., PI Planning, ART coordination).
- Proven ability to create and manage federal contract deliverables like project plans, status reports, and staff rosters.
- Strong financial and contract acumen for managing subcontractors and preparing contract modification packages.
- Expertise in risk and schedule management, including Integrated Master Schedules, critical path analysis, and POA&M tracking.
- Proficient in key project management tools like Jira, GitHub, ServiceNow, MS Project, and MS Teams.
- Familiarity with VA OIT processes (e.g., VIP, ATO/A&A, PIV onboarding) and AI-assisted SDLC tools is strongly preferred.
- Highly desired: Prior Key Personnel experience on VA/DoD health IT contracts, particularly in VHA Supply Chain/Logistics.
- Core strengths include executive leadership, strategic roadmap governance, cross-team collaboration, problem-solving, and customer focus.
Certifications:
- PMP (Project Management Professional) or CAPM with PMP.
- SAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent SAFe certification.
Education:
- Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field.
- Master's degree preferred.
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Travel: Up to 10%.
Pay Range:
- The suggested pay for this position ranges from $172,000 to $187,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
