Description

This position supports the federal government, and all applicants must be local to one of the designated performance locations, including Washington, DC; Alexandria, VA; Ft. Worth, TX; Grand Prairie, TX; Denver, CO; Boulder, CO; Philadelphia, PA; or Chicago, IL.

The PMD Manager plays a key role in supporting the Government's mission by overseeing complex project and program management activities, ensuring contractual obligations are fulfilled, quality standards are met, and project performance expectations are achieved. This role requires strong leadership, analytical capability, stakeholder engagement, and the ability to manage multiple priorities across program offices, senior leadership, regional personnel, and external stakeholders.

This position supports a Government program management environment responsible for developing project plans, maintaining integrated schedules, monitoring risks and performance, supporting compliance with federal requirements, and preparing communications, reports, policies, and briefings for leadership and stakeholders.

Responsibilities:
  • Develop and document comprehensive project plans, including milestones, timelines, resource requirements, and deliverables
  • Conduct stakeholder analysis and facilitate requirements gathering across Government organizations
  • Develop and maintain integrated master schedules covering all assigned project activities
  • Plan, organize, direct, and control programs to ensure contractual, performance, and quality objectives are met
  • Establish and maintain program management governance frameworks, policies, and procedures
  • Develop and maintain standardized project management templates, tools, and SOPs
  • Monitor performance, risks, and issues; define escalation paths and mitigation strategies
  • Validate, analyze, and report monthly, quarterly, and annual program metrics
  • Prepare briefing materials and communications products for Government leadership and stakeholders
  • Provide technical editing, proofreading, and quality control for policies, memoranda, and reports
  • Evaluate existing processes and recommend improvements to enhance efficiency, compliance, and reporting accuracy
  • Develop, implement, and monitor management information systems and dashboards
  • Develop and deliver training for project and program managers, CORs, and stakeholders
  • Provide progress updates to senior program leadership and support ad hoc mission-critical requests


Qualifications:
  • Advanced program and project management expertise supporting complex Government environments
  • Strong analytical skills with exceptional attention to detail and data accuracy
  • Expertise in Microsoft Project and Microsoft 365 applications, including Access, Excel, Power BI, PowerPoint, and Visio
  • Experience developing dashboards, workload models, and impact simulations using program data
  • Ability to analyze policy, regulatory, and technical data to inform program planning
  • Demonstrated ability to communicate complex information clearly, both orally and in writing
  • Proven ability to manage multiple, concurrent projects independently or as part of a team
