Position Title: Planning, Programming, Budgeting and Execution (PPBE) Subject Matter Expert

Duties and Responsibilities

Duties include the following:
  • Assist Programs & Resources Division Chief with the following.
  • Conducts planning, programming, and budgeting to address AFCENT capability gaps and documented requirements.
  • Conducts analysis and prepares reports for AFCENT input in to the Program Decision Memorandum (PDM), Future Year Defense Plan (FYDP), the Joint Capabilities Board (JCB), CENTCOM Functional Capabilities Board (CFCB), and 3-star Defense Acquisition Working Group (DAWG) for major operational program areas.
  • Developing, advocating for, and defending AFCENT PPBE submissions in the AF Corporate structure.
  • Coordinating cross-directorate team of SMEs in the development of AFCENT products and formal submissions to the Planning, Programming, Budgeting and Execution (PPBE) process.
  • Developing and prioritizing recommendations into succinct PPBE decision packages for the Commander, AFCENT's consideration and submission to include Integrated Priority List (IPL), Program and Budget Review Issues Papers, injects to the USAF Program Objective Memorandum (POM), and Strategic Portfolio Reviews (SPR).
  • Evaluating the content of new or modified legislation proposals and funding levels for major weapon systems, determining the impact/implications to AFCENT current and future operations, and recommending modifications and changes for Congressional consideration and further deliberation.
  • Assessing and evaluating National and joint doctrine, instructions, and directives (ex. Chairman of the Joint Chiefs of Staff Instruction, Department of Defense Instruction) and provide recommendations and/or modifications to A8 leadership for actions addressing disconnects and/or modifications required to support AFCENT strategic objectives, missions, and responsibilities.
  • Promoting and advocating for AFCENT positions at each stage of the PPBE process through Air Force and CENTCOM leadership.
  • Developing quantitative and qualitative analytic tools to enhance 9 AF (AFCENT)/CC's rapid and resource-informed decision making.
  • Continually reviewing requirements established in the Theater Campaign Plan (TCP), Theater Campaign Order (TCO), Theater Posture Plan (TPP), OPLANS, CONPLANs, and other contingency plans for potential new requirements or capabilities gaps.
  • Provide expert analysis and support for the Program and Budget Enterprise System (PBES), the single solution for Air Force budgeting and programming. This includes assisting with data entry, report generation, and system troubleshooting.
  • POM and Budget Development: Assists in the development, coordination, and submission of the C-NAF's POM and annual budget estimates. This involves analyzing and validating resource requirements, preparing budget justification materials, and responding to inquiries from higher headquarters.
  • Financial Analysis and Execution: Conduct financial analysis to monitor the execution of the C-NAF's budget. This includes tracking obligations and expenditures, identifying and analyzing variances, and recommending corrective actions as needed.
  • Briefing and Reports: prepare and deliver briefings, reports, and other materials to communicate financial information to senior leaders and stakeholders.
  • Liaison and Coordination: Serve as a liaison between the C-NAF and other organizations, including CENTCOM, Major Commands (MAJCOMs), and Headquarters Air Force, on resource management matters.
  • Process Improvement: Identify and recommend improvements to the C-NAF's resource management processes and procedures.
  • Providing support and advice on assigned areas such as: re-programming of funds, manpower assessments, readiness measures, and strategic goals and objectives.
  • Conducting semi-annual program reviews of each directorate and command to ensure requirements informed budget execution.
  • Translating operational requirements into programmatic terms to support USCENTCOM Integrated Priority List (IPL) and Service POM processes and document shortfalls for Program Budget Review (PBR) issue nominations when program funding gaps occur.
  • As needed, ensure congressional authority and Joint Manpower Board validation is available before submitting PBR issue nominations that require new congressional authority or new manpower.
  • Preparation and delivering oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
  • Developing and preparing a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, and bullet background papers.

Knowledge and Qualifications
  • Three years of experience working with DoD PPBE system, its process, products, terminology, sequence and timing of key events, guidance documents and application to Combatant Commands.
  • Three years of experience in Microsoft Office applications/email systems or the equivalent with specific emphasis in more advanced Excel functions and Power Query for data integration, manipulation, and analysis.
  • Three years of experience on a NAF or component command staff or higher level.
  • Three years' experience and knowledge of the capabilities, requirements, and operations in one or more of the following disciplines: air operations, intelligence; surveillance and reconnaissance; or analysis and targeting.
  • One year of experience using Microsoft Project or similar project management tools is highly desired.
  • Three years of Project or Program Management experience in government or industry is highly desired.
