Summary:

We are seeking a highly experienced and mission-driven Senior Planner to provide expert-level planning support to the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This role supports the development, integration, and sustainment of FEMA's enterprise-wide planning framework through the application of formal planning methodologies, strategic coordination, and subject matter expertise in emergency management.

This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States.

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.

Responsibilities

Essential Job Functions:

  • Lead or contribute to the development of enterprise-level planning tools, templates, and processes that support FEMA PED's mission.
  • Apply the FEMA Six-Step Planning Process and other formal planning systems to support both deliberate and crisis action planning across PED branches.
  • Develop and maintain content within the Planning Decision Support Catalog (PDSC) to ensure standardized and scalable planning support.
  • Coordinate with PED stakeholders, regional offices, and federal/state/local partners to synchronize planning efforts and integrate data-driven approaches.
  • Provide subject matter expertise in disaster response and recovery planning across various mission areas (e.g., prevention, preparedness, mitigation, response, and recovery).
  • Mentor and guide junior planning staff and contribute to quality assurance of planning deliverables.
  • Translate complex operational requirements into clear, actionable plans and supporting documentation.
  • Participate in planning workshops, interagency coordination meetings, and internal FEMA planning forums.
  • Support continuous process improvement initiatives and provide recommendations for enhancing planning workflows.

Qualifications

Necessary Skills and Knowledge:

  • Knowledge of FEMA's Six-Step Planning Process.
  • Proven ability to lead or coordinate planning initiatives with multidisciplinary teams and cross-jurisdictional stakeholders.
  • Strong written and verbal communication skills, including experience drafting planning documents, SOPs, and operational frameworks.

Minimum Qualifications:

  • Minimum 10+ years of emergency management experience.
  • Minimum 5+ years of supervisory experience.
  • Experience in disaster response and recovery planning, the Six-Step Planning Process, military planning systems, or comparable formal planning systems, and coordination with multidisciplinary teams is required.
  • Must have a TS/SCI clearance.

Preferred Qualifications:

  • Bachelor's degree in Emergency Management, Homeland Security, Public Policy, or a related field.


Pay and Benefits

The salary range for this position is $105,000 to $140,000 annually.
