Full Job Description
Salary: The City of New York Mayor's Office of Equity & Racial Justice's compensation package includes a competitive market salary and exceptional benefits. Our cash compensation range for this role is $120,000-$130,000. Final offers will vary based on candidate experience and expertise, and other factors. The Problems You'll Solve: The Planning Program & Implementation Directors report to the Deputy Commissioner and engage regularly and directly with the Commissioner. The Directors will be responsible for developing and executing implementation plans for the Citywide Racial Equity Plan; shaping and overseeing the agency planning process; establishing structures to support the equitable implementation of strategies; monitoring outcomes; driving continuous improvement through recurring planning and accountability cycles; and clearly communicating impact. Each Director will lead a team of four to five managers and collaborate closely with NYC government agencies to advance implementation of the Plan, as mandated by the City Charter. Directors will also help develop and advance an equitable framework for City programs, policies, and practices in partnership with NYC government agencies. The two directors and their teams will also collaborate on cross-cutting work with the support and guidance of MOERJ senior leadership Deputy Commissioner (e.g. technical assistance standards during different racial equity plan phases, results tracking, reporting, etc.). Each Director is responsible for supervising and providing guidance to their immediate team. Managers generally work with a suite of City agencies in preparing, implementing, and tracking progress of racial equity plans on an ongoing basis as well as advance equity centered implementation of program and other strategies in the agencies and issue areas they cover within their portfolio. These managers provide technical assistance-they are trainers, explainers, strategists, and thought partners. Managers communicate guidance from MOERJ, support agencies step-by-step through the planning lifecycle, and help them navigate challenges. KEY RESPONSIBILITIES INCLUDE: -Leads implementation, tracking, reporting, and refining of the city's Racial Equity Plan in coordination with 4-5 managers. This includes but is not limited to: collaborating with roughly 25+ agencies/offices each, collaborating with leadership on review and process to publishing, communicating updates to agencies, as well as developing and managing progress reports. - Supervises, coordinates, and develops their team which manages a portfolio of City government agencies through the full racial equity planning process and advances equitable program and other plan strategy implementation. - Meets with individual managers and full team on a regular basis, including connecting with team committees and troubleshooting where needed, in partnership with one another. - Spearheads the development, implementation, and refinement of training/workshops and technical assistance practices, tools, and protocols to relay MOERJ's standards and guidance as well as enable team to provide strategic guidance to portfolio agencies. - Co-develops and maintains internal tools to communicate MOERJ's developments in racial equity policy, programs, messaging, and ideas to agencies. - Co-develops, implements, and refines standards that help MOERJ assess whether agencies are successfully executing racial equity plans and the City is moving towards overarching racial equity north stars and making progress on overall goals. - Maintains organizational tools to track agency progress and teamwork management using tools such as Airtable and Microsoft Sharepoint. - Ensures their team's success in providing ongoing management and support to agencies so they can meet their racial equity plan goals. - Refines the racial equity planning process during each cycle. - Sets the tone for interagency representation of MOERJ. - Collaborates and coordinates with MOERJ colleagues and other city offices on different components of planning lifecycle. - Leads the strategic application of an equity lens across plan programs and other strategies, from design and investment to evaluation. - Works collaboratively to advance standardized agency practices to ensure MOERJ's collaboration with agencies on implementation are positioned to help dismantle systemic barriers and drive measurable, equitable outcomes for residents. - Collaborate with Data & Performance Manager to translate impact for public communications. - Develop and/or deliver planning and program-related presentations and create public-facing briefs. - Co-develop proposals that direct resources to serve historically underserved populations and geographic areas, working to ensure investments target disparities.
