Summary

As a Physical Access Controls Systems Post-Quantum Cryptography Manager, you will serve as an identity and access management subject matter expert for physical access control systems, and related technologies.

Location of position: Office of Government-wide Policy (OGP), Washington, D.C.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

1. Works on the development and government-wide implementation of digital identity governance models and business frameworks, including zero trust architecture principles and phishing-resistant multi-factor authentication standards. Develops models and frameworks through leading or participating in interagency committees, working groups, or private industry groups as a recognized authority of GSA. Coordinates government-wide adoption with senior government officials across the executive, legislative, and judicial branches. Acts as the primary Division authority on private sector and federal government governance approaches, models, and business frameworks encompassing both security, equity, and transparent processes and activities, including Post-Quantum Cryptography (PQC) integration strategies.

2. Provides expert legislative review assistance on draft interpretation of public laws, regulations, congressional testimony, NIST special Publications (including SP 800-63, SP 800-157), OMB policies, DHS Binding Operational Directives, United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents. Leverages knowledge of draft legislation to develop guidance and policy recommendations based on extensive analysis. Conducts hands-on testing and evaluation of physical access control systems for NIST standards compliance and PIV card functionality. Findings and recommendations ensure the agency requirements and guidance remain in conformance with ongoing governmental initiatives and policies.

3. Supports Identity Assurance and Trusted Access Division Director in developing long range plans and recommendations as to the best methods to meet organizational goals, objectives and adapt to changing needs based on knowledge of known and projected program or organizational requirements. Leads technical implementation of complex digital identity projects including FICAM architecture deployment, Trust Framework Solutions (TFS) program initiatives, and Post-Quantum Encryption (PQE) transition planning. Gathers technical requirements from interagency stakeholders and federal agency missions, documenting both policy and technical specifications for identity management systems.

4. Analyzes and identifies digital identity trends and recommends procedural or programmatic corrections to enhance the confidentiality, integrity, availability, and performance of federal agency ICAM systems. Conducts hands-on research and testing of emerging technology patterns including Post-Quantum Cryptography within identity, credentialing and access management disciplines. Performs technical evaluation of physical access control systems, PIV cards, and related authentication technologies. Works with other recognized technical experts within the agency to develop coordinated approaches to unique problems in areas where GSA, other Federal agencies or the private sector have limited prior involvement.

5. Serves as a coordinator and representative for the Identity Assurance and Trusted Access Division Director in meetings involving other internal and external organizations, providing expert advice on both policy and technical implementation matters. Develops technical briefings and presentations on complex identity management topics including HSPD-12 compliance, FICAM architecture, and emerging authentication technologies. Provides hands-on subject matter expertise for physical access control systems and represents the agency's technical capabilities on interagency task forces and standards development efforts.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use. A negative test result is required before you start.

The GS-14 salary range starts at $143,913 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
