Job Function:Accountable for performing payroll processing services for employees and pensioners including inputting, updating, and maintaining various computer systems. Ensure payroll processing activities are in accordance with payroll processing procedures, collective agreements, HR policies, and internal controls to ensure accuracy, integrity, and confidentiality of data. Strong data validation and auditing procedures are paramount to all payroll processing activities to avoid negative impacts to HR/government processing reliant on accurate data. Responsible for maintaining and producing remittances/reports and distributing information as needed and working collaboratively within the team. Support the day-to-day operations of the Payroll Operations team by handling administrative information and performing complex analysis on Payroll including pay analysis and OVP. Review and approve employee data processes and transactions as needed. Support the Payroll Leader and Payroll Supervisors to ensure efficiencies are gained and provide support to staff in processing transactions, acting as a point of escalation. Escalate items to the Supervisor and/or Manager and additional parties (e.g. COEs, HRSC, external vendors) as required.
General Accountabilities:General
- Support Payroll Leader with day-to-day operations for the payroll function
- Provide additional Payroll processing support during high volume periods
Data Analysis
- Manage the overpayment process, by conducting analysis and providing solutions
- Develop and prepare reports to assist the Payroll Leader with monitoring the performance of the team
- Develop and prepare reports to assist the business with making strategic decisions
Subject Matter Expert
- Act as a payroll subject matter expert for the organization and as a key point of contact for Payroll related escalations
- Support development/presentation of training programs related to Payroll processing
- Provide feedback and recommendations on potential impacts of Payroll changes
Payroll Reconciliation
- Coordinate Payroll reconciliation and audit efforts led by Finance; coordinate teams and data requests within Payroll
Special Projects
- Assist with special payroll related projects focused on streamlining processes/operations and implementing new Payroll solutions/services
- Support and participate in complex projects with multiple work streams and multiple stakeholders
Process Oversight
- Monitor and track KPIs using a dashboard or similar tool
- Prepare internal and external reporting to meet regulatory and management reporting requirements, while optimizing processes and identifying cost efficiencies
- Manage all Payroll-related SOPs and documentation, ensuring they are kept up to date with system releases
Continuous Improvement
- Advocate for and participate in continuous improvement., identify possible trends, risks, and business improvements
- Perform Other Duties as Required
Selection Criteria:Education:
- The candidate must hold a Payroll Compliance Practitioner (PCP) designation.
- Requires a knowledge of accounting and payroll principles and business mathematics related to cost reporting and budget preparation in order to reconcile differences, analyze cost variances, monitor and control the budget and variances.
- Requires a knowledge of computer operation and data processing to utilize system and computer application programs to produce various accounting and payroll reports for inputting, extracting and updating reporting systems.
- Requires good oral and writing skills to effectively communicate with internal and external contacts and prepare reports.
- This knowledge is considered to be normally acquired either through the successful completion of 4 years University.
Experience:- Requires considerable knowledge and experience in payroll and accounting principles. A period of up to six years in demonstrated field is necessary to gain this experience
- Requires experience with SAP systems or Success Factors Employee Central.
- Requires experience in Service Now.
- Requires excellent communication skills in English to effectively communicate with staff, internal and external parties, prepare reports and interpret the intent of Collective Agreements and company policies.
- Excellent time management skills within an environment with competing priorities and deadlines associated with department operation.
- Provide advice and guidance on general and specific enquiries from employees and supervisors regarding pay related matters.
- Demonstrated experience with use of Word and Excel
