The Payroll Administrator is responsible for managing certified payroll reporting and labor compliance for prevailing wage and public works projects. This role ensures accurate and timely submission of certified payroll reports and maintains compliance with federal, state, and local labor regulations.
Key Functions:- Administer certified payroll compliance for prevailing wage and public works construction projects.
- Prepare, review, and submit weekly certified payroll reports in accordance with contract requirements.
- Manage certified payroll submissions through platforms such as LCPtracker, EBO, Empact, Compass, and NYS DOL Portal.
- Review payroll data to ensure employees are paid according to correct prevailing wage classifications and wage determinations
- Monitor federal, state, and local prevailing wage requirements, including contract-specific labor compliance rules
- Track and resolve certified payroll rejections, errors, and compliance discrepancies within reporting systems
- Coordinate with Payroll and project teams to ensure payroll data and project details meet certified reporting requirements.
- Maintain organized records of certified payroll submissions for government audits, labor compliance audits, and regulatory reviews
- Monitor project compliance deadlines to ensure timely reporting and submissions
- Maintain required supporting documentation including fringe benefit calculations, apprentice ratios, and worker classifications
Desired Qualifications:- 3+ years of experience in certified payroll reporting or labor compliance administration
- Experience submitting certified payroll reports through systems such as LCPtracker, EBO, Empact, Compass, or NYS DOL Portal
- Strong understanding of prevailing wage laws and public works reporting requirements
- Experience reviewing payroll data for labor classifications and prevailing wage compliance
- Strong attention to detail with the ability to manage multiple projects and reporting deadlines
- Proficiency in Microsoft Excel and compliance reporting systems
- Experience working in the construction or infrastructure industry
- Certified Payroll Professional (CPP) certification or similar payroll/labor compliance certification
- Experience supporting government-funded or public works contracts
