THE POSITION

Washington County Cooperative Library Services (WCCLS) is seeking a strategic, community-focused leader to serve as the next Partnerships Supervisor. This is an exciting opportunity to shape and advance a partnerships strategy that improves access and increases awareness of library services, deepening community impact across Washington County.

In this role, you'll lead a dedicated Partnerships Team in building and sustaining meaningful relationships with community members, member libraries, community-based organizations, and other county departments. As a member of the WCCLS supervisory team, you will play a key role in leading systemwide initiatives and helping shape the future of library services. We're looking for someone who is passionate about access and community engagement, thrives in a highly collaborative environment, and is committed to ensuring our services reflect and respond to the diverse needs of the people we serve.

In this role, you will:
  • Lead partnerships and engagement strategy: Oversee planning and execution of all partnerships and engagement activities, ensuring alignment with organizational goals and community priorities.
  • Supervise the Partnerships Team: Provide coaching, mentoring, and performance management to support team members in achieving departmental and organizational objectives.
  • Drive strategic initiatives to expand library access: Lead projects aimed at increasing awareness and use of library services, with a focus on measurable outcomes and community impact.
  • Cultivate and maintain community relationships: Build trusted partnerships with community-based organizations, WCCLS member libraries, and other stakeholders to foster collaboration and strengthen community trust.
  • Serve as a community representative: Represent WCCLS at community meetings, events, and inter-agency committees to promote library services and build visibility.
  • Manage administrative functions: Oversee team operations, including hiring, budgeting, and reporting, while supporting staff development and organizational effectiveness.
  • Lead community feedback strategy: Guide efforts to collect and analyze community input, using data to identify needs and inform improvements in library access and services.

WCCLS is not a library. We are a partnership among Washington County, nine cities and three non-profit organizations that operate local libraries. WCCLS provides the majority of funding for all public libraries in the county. We are a Washington County department of 36 FTE that supports 16 public library locations, giving patrons access to 1.5 million items in our shared collection. Who You Work With
You will report to the Community Relations Manager and supervise the Partnerships Librarians and Bilingual Community Resources Coordinator. This role involves close collaboration with library staff across 16 member libraries and the entire WCCLS team, especially Marketing & Communications, Library Systems & Collections, and the Data Analyst.

MINIMUM QUALIFICATIONS

Education and Experience
  • Bachelor's degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.

SPECIAL REQUIREMENTS
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
