Full Job Description
Description of Project
The Minnesota Department of Information Technology Services partnering with the Minnesota Department of Transportation (MNIT DOT) is seeking one (1) full-time developer to design and develop Power Platform applications. The resource should understand how to develop and integrate Power Apps, Canvas App, Power Automate, Power BI, Report Builder, SQL Server Database, Azure Active Directory, and Microsoft Teams. The resource is expected to serve as a Power Platform subject matter expert and provide knowledge transfer to the MNIT developers. The purpose of this staff augmentation is to develop a custom application to replace the current Automated Research Tracking System (ARTS) for the Office of Research and Innovation.
There is potential for additional Power Platform work outside of the Automated Research Tracking System (ARTS) to be determined at the discretion of the State of Minnesota.
At a high level, the resource will be expected to assist in designing the overall architecture; develop and integrate PowerApps (Canvas App) with Power Automate, SQL Server Database, Azure Active Directory, SharePoint, and Microsoft Teams; and provide knowledge sharing with MNIT developers.

The work is expected to be done remotely and onsite at least two (2) days per week, in-office at 395 John Ireland Boulevard, Saint Paul, MN 55155.

Mode of Interview
The State will conduct interviews. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State. Interviews will be conducted via Microsoft Teams.

Sample Tasks
1.Analyze business requirements and develop solutions with Power Platforms in the Microsoft 365 Government Community Cloud (GCC) with a SQL database in the Azure Commercial Cloud.
2.Develop a Canvas App for an internal project tracking application.
3.Develop Power Automate for several processes/components of the project tracking application.
4.Develop a front-end Customer Relationship Management Portal integrating with Active Directory and other data sources.
5.Integrate Canvas App and Power Automate with SQL Server database and SharePoint document library.
6.Liaise with developers to improve applications and establish best practices.
7.Provide knowledge transfer to internal staff.

Desired Experience and Skills
Three (3) years' experience in Microsoft (MS) PowerApps development.
Microsoft (MS) Infopath development experience substitutes for one year.
Three (3) years' experience in Microsoft (MS) Power Automate development.
Microsoft (MS) Flow development experience substitutes for one year.
Three (3) years' experience in .NET, JAVA, C#, or other development language which can supplement Power Platform development.
One (1) year experience working with Microsoft (MS) Premium Connectors to external databases.
Two (2) engagements with each lasting more than six (6) months in PowerApps Developer role.
Ability to design and develop complex model-driven and canvas apps using advanced techniques like component reusability, data integration, and custom controls.
Previous experience in Power Apps component framework (PCF) for building reusable UI components and extending model-driven apps.
Skills in integrating Power Apps and Power Automate with other Microsoft products like SharePoint, Dynamics 365, Azure, and Teams.
Skills with using APIs to integrate with 3rd party systems.
Experience in mentoring other developers on PowerApps and Power Automate.
