The Opportunity:
CACI is seeking a Principal Consultant specializing in Oracle Integration & API Engineering to support a large federal HR modernization initiative. In this role, you will design and maintain the integration fabric connecting Oracle Fusion Cloud HCM with the federal HR ecosystem. You will work with significant independence and serve as a senior technical resource for complex integration engineering across the program.
This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.
Responsibilities:
Design, develop, and maintain integration interfaces between Oracle Fusion Cloud HCM and systems such as EHRI (XML/SFTP), eOPF (EDF/FDF/IDF), USA Staffing (RPI/NHI/TUAPI), USA Performance, Employee Express, and MyPay.
Engineer bidirectional payroll integrations with federal shared service providers (NFC, DFAS, IBC, GSA) using HCM Extracts and payroll costing flows aligned with provider specifications.
Build integration flows in Oracle Integration Cloud (OIC) using adapters, orchestration patterns, error handling, and retry logic to meet program uptime SLAs.
Implement integration endpoints through the federal API Management (APIM) gateway using OAuth 2.0, REST/JSON, and OpenAPI 3.0 standards.
Develop webhook‑based, event-driven integrations supporting near-real-time synchronization for benefits enrollment, payroll changes, and personnel action events.
Design monitoring dashboards, alerts, and automated error‑recovery workflows to ensure proactive identification and resolution of issues.
Create and maintain integration technical design documentation, interface control documents (ICDs), data mapping specifications, and API documentation using OpenAPI 3.0.
Support FEHB Data Hub integrations, including enrollment, reconciliation, and premium remittance workflows.
Partner with cybersecurity teams to ensure integrations meet FIPS 140‑3 encryption requirements, CUI handling protocols, and SCIM 2.0 provisioning needs.
Participate in SAFe Agile ceremonies, supporting sprint planning, backlog refinement, and integration testing across Agile Release Trains.
Build automated comparison tools for parallel payroll validation testing across agency migration waves.
Analyze and resolve complex technical issues while mentoring junior consultants and contributing to team strategy and deliverable reviews.
Lead small technical initiatives within the integration workstream and guide team members on Oracle Fusion Cloud HCM best practices.
Qualifications:
Required:
US Citizenship required; must be able to obtain and maintain a Public Trust clearance.
Bachelor’s degree and 7 years of relevant experience (additional experience may substitute for degree).
7+ years of experience in integration development, API engineering, or middleware administration.
5+ years of hands-on experience with Oracle Integration Cloud (OIC), Oracle SOA Suite, or similar integration platforms.
Strong proficiency with REST APIs, JSON/XML, OAuth 2.0, and OpenAPI 3.0.
Experience with Oracle Fusion Cloud HCM APIs, SOAP/REST services, HCM Extracts, HDL/HSDL, and BI Publisher.
Experience with SFTP, message queuing, and batch file-based integration patterns.
Familiarity with CI/CD pipelines and Git for managing integration artifacts.
Ability to work within SAFe Agile teams and collaborate across functional, technical, and security groups.
Desired:
8+ years of integration engineering experience with Oracle Fusion Cloud or Oracle ERP Cloud.
Oracle Integration Cloud (OIC) or Oracle Cloud Infrastructure (OCI) certification.
Experience integrating with federal HR systems (EHRI, eOPF, USA Staffing, NFC, DFAS, Employee Express).
Familiarity with federal APIM gateway architecture or FedRAMP‑authorized integration environments.
Experience with event-driven architectures, webhooks, and real‑time integration patterns.
Knowledge of federal data standards (EHRI XML schemas, EDF/FDF/IDF formats, HR‑XML).
Scripting experience with Python, Groovy, or JavaScript.
Experience with Oracle Cloud technologies (OIC, OCI) supporting enterprise HCM/ERP integrations.
