Oracle APEX Developer - Richmond, VA
Role and Responsibilities Works as part of a government healthcare IT team to plan, coordinate, develop, and implement data modernization initiatives supporting vital statistics and vital records-related projects.
- Virginia Vital Events and Screening Tracking System (VVESTS) is developed in Oracle Application Express (APEX), a secure, low code development platform used to build scalable enterprise applications. VVESTS supports mission critical functions for the Virginia Department of Health, including the Birth Registry, Death Registry (EDRS), and Screening Registry. The system also integrates with multiple state partners such as LVA, DSS, DMV, and DCLS, as well as federal agencies including SSA, CDC, NCHS, and NAPHSIS.
- Given the highly sensitive nature of the data managed within VVESTS (PII and PHI), continued modernization and enhancement using advanced Oracle APEX features is essential for maintaining strict security standards, improving system performance, and ensuring ongoing compliance with HIPAA regulations.
- This requisition is for Oracle APEX development to implement new enhancements that support the data modernization of vital records and vital statistics projects. The effort will focus on creating new Oracle APEX pages and application components, strengthening security controls, improving the user experience through modern UI capabilities, and ensuring the long term sustainability of the VVESTS platform.
Minimum Qualification- 5+ years of experience with Oracle Database, including Oracle 11g, 18c, and/or 19c.
- 5+ years of strong SQL and PL/SQL development experience, including writing complex queries, stored procedures, functions, packages, and database logic.
- 5+ years of experience with JavaScript and/or jQuery for application development and user interface enhancements.
- 5+ years of hands-on experience with Oracle Application Express (APEX)
Preferred Qualification- 1+ year of experience with Oracle PL/SQL Web Toolkit.
- 1+ year of experience developing and integrating RESTful and SOAP Web Services.
