Overview

CVP is seeking a Policy Tracking & Microsoft 365 Specialist to support the Organ Procurement and Transplantation Network (OPTN). This role will help develop and maintain an end-to-end policy tracking solution within OPTN360, HRSA’s secure Microsoft 365-based collaboration environment.

The specialist will translate policy lifecycle and reporting requirements into practical workflows, structured tracking tools, dashboards, and documentation. Working with policy, program, communications, and technical teams, this individual will help provide HRSA, OPTN leadership, committees, and the public with accurate, accessible visibility into policy status, timelines, milestones, monitoring activities, and associated costs.

Responsibilities
  • Develop, configure, test, and maintain the OPTN Policy Development Tracking Tool and associated dashboards within OPTN360.
  • Translate policy lifecycle requirements into structured data fields, workflows, status indicators, milestones, decision points, and reporting views.
  • Track policy projects from initiation through drafting, review, approval, implementation, and post-implementation monitoring.
  • Configure filtering, sorting, search, and summary views by committee, status, priority, lifecycle stage, milestone, and implementation date.
  • Develop user-friendly internal and public-facing dashboards that provide accurate, current policy status and support transparency.
  • Work with policy and program teams to define requirements, validate workflows, and ensure the solution reflects actual OPTN processes.
  • Incorporate COR feedback throughout design, testing, approval, and implementation.
  • Maintain data accuracy, lifecycle definitions, update schedules, data standards, and dashboard governance procedures.
  • Develop and maintain technical documentation, data dictionaries, workflow diagrams, configuration records, user instructions, and standard operating procedures.
  • Support Microsoft 365 collaboration and document-management needs using SharePoint, Teams, OneDrive, and related tools.
  • Support user testing, training, troubleshooting, and adoption of tracking and collaboration tools.
  • Coordinate with the OPTN360 system integrator and other contractors regarding platform standards, security requirements, integrations, and technical dependencies.
  • Manage multiple technical priorities and deliverables in a fast-paced, deadline-driven environment.
Qualifications
  • Four to eight years of experience developing or supporting Microsoft 365 business solutions, workflow applications, tracking systems, dashboards, or collaboration platforms.
  • Demonstrated hands-on experience with Microsoft 365, including SharePoint Online, Microsoft Teams, and OneDrive.
  • Experience configuring structured lists, document libraries, metadata, permissions, workflows, forms, and reporting views.
  • Experience using Microsoft Power Platform tools—such as Power Apps, Power Automate, or Power BI—or comparable workflow and dashboard technologies.
  • Experience translating business and operational requirements into functional technical solutions.
  • Demonstrated ability to develop dashboards with clear status indicators, milestone tracking, filters, summary views, and user-friendly visualizations.
  • Experience designing, testing, implementing, and maintaining solutions in collaboration with business users and technical stakeholders.
  • Experience maintaining data quality, standardized definitions, update procedures, and governance controls.
  • Strong technical documentation skills, including experience developing data dictionaries, process flows, configuration documentation, user guides, and operating procedures.
  • Strong analytical and problem-solving skills, with the ability to identify workflow gaps, technical dependencies, and usability issues.
  • Excellent written and verbal communication skills and the ability to explain technical concepts to nontechnical stakeholders.
  • Ability to manage multiple priorities, feedback cycles, and deadlines while producing accurate, well-documented work.
  • Bachelor’s degree in information systems, computer science, data analytics, business technology, or a related field, or an equivalent combination of education and relevant experience.

Desired Skills

  • Direct experience with OPTN360.
  • Experience supporting OPTN policy, transplant operations, organ procurement and transplantation programs, or related healthcare initiatives.
  • Experience developing solutions in a secure, government-owned Microsoft 365 environment.
  • Experience creating public-facing dashboards using Power BI, Tableau, or a comparable visualization platform.
