Duties

Help

  • Serves as an expert analyst designing mathematical methods, models, and forecasts to evaluate workforce metrics, optimize resources, and advise on the outcomes of alternative courses of action.
  • Leads analysis of human capital strategies and initiatives, using the OPM Human Capital Framework to ensure alignment with agency mission and objectives. Supports leadership by designing and evaluating performance metrics.
  • Evaluates human capital programs by creating performance measures, analyzing cost-benefits, and defining success criteria to present data-driven findings and recommendations to leadership.
  • Conducts complex quantitative and qualitative analyses to evaluate operational programs, policies, and procedures, applying advanced statistical and analytical techniques to drive performance improvement and operational efficiency.
  • Guides cross-functional teams by leveraging advanced data science and econometric models to improve analytical systems, increase forecast accuracy, and solve complex challenges.

Drug Testing:
If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

This position has a positive education requirement. You must submit proof of education or of certification to be considered for this position.

Basic Education Requirement: A Bachelor's Degree or higher in operations research; OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Specialized Experience: Specialized experience must be documented in your resume.

  • For the GS-13: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience is defined as: serving as a lead analyst, identifying, and analyzing complex workforce trends utilizing research methods and quantitative techniques; OR managing program activities related to organizational modeling and manpower planning; OR developing organizational, program or initiative performance measurements pertaining workforce structures and resource decisions.
  • For the GS-14: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience includes: serving as the senior technical authority and recognized expert tasked with solving highly complex operational research problems, designing advanced analytical methods, and shaping agency-wide human capital strategies while advising top executive leadership on critical strategic decisions.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
