Full Job Description
Position Summary: The Operations Portfolio Manager (OPM) is responsible for the overall success of an assigned business segment by driving profitable growth, ensuring operational excellence, and developing a high-performing workforce. This role serves as the single point of accountability for segment performance, partnering closely with Business Development, Flight Operations, Maintenance, Finance, Human Resources, and customers to achieve strategic objectives. The OPM is responsible for achieving segment SMART goals related to cost margin management, bookings growth, and staffing retention and progression while ensuring safe, compliant, and efficient execution of all operational commitments.

Key Responsibilities:

Business Growth & Strategic Development
    • Partners with Business Development to identify, pursue, and secure new business opportunities
    • Supports proposal development, customer engagement strategies, and contract negotiations
    • Develops and executes segment growth plans aligned with company strategic objectives
    • Maintains awareness of market trends, customer requirements, and competitive factors
    • Establishes and maintains key customer relationships to drive long-term business growth


Financial Ownership & Cost Margin Performance
    • Owns segment financial performance and accountability
    • Develops annual operating budgets, forecasts, and capital investment recommendations
    • Monitors revenue, direct costs, margins, utilization, and profitability metrics
    • Identifies opportunities to improve cost margin through operational efficiencies, resource optimization, and cost control
    • Reviews monthly financial performance and implement corrective actions as necessary


Operational Execution
    • Ensures successful execution of all contractual obligations and customer commitments
    • Maintains accountability for aircraft availability, mission readiness, equipment utilization, and operational performance
    • Leads cross-functional coordination among Flight Operations, Maintenance, Scheduling, and Support Services
    • Establishes operational priorities and ensure resources are aligned to customer requirements


Resource Management
    • Maintains effective utilization of aircraft, personnel, and equipment assets
    • Optimizes resource allocation to maximize customer service and financial performance
    • Partners with Maintenance and Operations leadership to improve aircraft availability and reliability
    • Develops recommendations for fleet utilization and capital investment planning


Workforce Development & Talent Management
    • Owns workforce progression planning and succession development for assigned segment personnel
    • Partners with HR to recruit, develop, and retain top talent
    • Conducts regular performance reviews and career development discussions
    • Establishes development plans and training opportunities that support both employee growth and business needs
    • Fosters a culture of accountability, engagement, and continuous improvement


Customer Relationship Management
    • Serves as primary operational point of contact for assigned customers
    • Conducts recurring business reviews with customers
    • Monitors customer satisfaction and proactively address concerns
    • Identifies opportunities to expand services and strengthen customer partnerships


Compliance, Safety & Risk Management
    • Ensures all operations comply with regulatory requirements, contractual obligations, and company policies
    • Partners with Safety and Quality departments to identify and mitigate operational risks
    • Supports audits, inspections, and corrective action initiatives
    • Promotes a culture of safety, compliance, and operational discipline


Continuous Improvement
    • Utilizes operational and financial data to identify trends and improvement opportunities
    • Implements corrective actions and monitor results
    • Drives standardization and best practice across the segment
    • Other duties as assigned


Required Qualifications
    • Bachelor's degree in aviation, Business, Operations Management, or related field (or equivalent

experience)
    • 5+ years of operational leadership experience
    • Demonstrated financial management and budgeting experience
    • Proven ability to lead cross-functional teams and manage customer relationships
    • Strong business acumen with understanding of revenue generation, cost management, and profitability
    • Excellent communication, leadership, and decision-making skills
    • Ability to translate strategic objectives into operational execution


Preferred Qualifications
    • Aviation operations, maintenance, or military aviation experience
    • Experience managing P&L or business unit financial performance
    • Experience with Pentagon ERP, Dayforce, and business intelligence tools
    • Experience supporting business development and contract growth activities

    • Ability to travel as required
    • Passport or work authorization requirements


Working Conditions
    • Typically, 7am - 4pm with flexible hours based on operational needs
    • Prolonged periods of sitting at a desk and working on a computer
    • Ability to view computer screens for extended periods, with close vision and the ability to adjust focus
    • Ability to maintain focus and perform repetitive tasks with attention to detail
    • Regularly works in office environment and around aircraft hangars


Pay Band: $80,000 - $160,000. Starting pay is determined by experience, qualifications, and internal equity, and typically falls between the minimum and midpoint of the pay range.
