Position Status: This position is contingent upon contract award and successful contract transition. Employment is also contingent upon the candidate's ability to satisfy all customer, contract, and security clearance requirements.
If awarded, this position is expected to be covered by a Collective Bargaining Agreement (CBA). Compensation, benefits, and working conditions for covered positions will be administered in accordance with the applicable agreement and contract requirements.
WHAT YOU'LL DOThe Operations Manager is responsible for overseeing the day-to-day execution of facilities operations and maintenance services in support of contract requirements. This position provides leadership and direction to operational personnel, coordinates workforce activities, and ensures labor, materials, equipment, and other resources are effectively utilized to support mission requirements. The Operations Manager works closely with management, supervisors, and Government stakeholders to ensure services are delivered safely, efficiently, and in accordance with contractual, regulatory, and customer expectations.
Key responsibilities include:
- Direct and oversee daily facilities operations and maintenance activities across assigned service areas.
- Manage and allocate personnel, equipment, tools, materials, and other resources to support operational requirements.
- Coordinate maintenance, custodial, grounds, utility, and support services to ensure effective service delivery.
- Monitor operational performance and implement corrective actions to address service deficiencies or emerging requirements.
- Support workforce planning, staffing coordination, scheduling, and resource management activities.
- Coordinate with Government representatives, supervisors, and support personnel to address operational priorities and customer needs.
- Ensure compliance with contract requirements, organizational policies, safety standards, and regulatory requirements.
- Monitor work order execution, preventive maintenance activities, and service performance metrics.
- Assist with emergency response, outage coordination, contingency planning, and recovery operations.
- Support inspections, audits, assessments, and performance reviews.
- Prepare operational reports, performance metrics, and management updates.
- Promote continuous improvement initiatives that enhance efficiency, reliability, customer satisfaction, and operational effectiveness.
Requirements
JOB REQUIREMENTS & QUALIFICATIONSRequired:- Associate degree in Facilities Management, Business Administration, Construction Management, Industrial Technology, or a related discipline; equivalent training, certifications, and experience may be considered.
- Minimum of fifteen (15) years of experience supporting facilities operations and maintenance services, facilities management, or related operational programs.
- Minimum of five (5) years of experience managing operations within large commercial, industrial, institutional, government, or campus-style facilities.
- Demonstrated experience leading personnel and coordinating labor, equipment, materials, and operational resources.
- Experience supporting multi-disciplinary facilities services, including maintenance, custodial, grounds, utility, or infrastructure operations.
- Ability to obtain and maintain a Secret security clearance.
- U.S. Citizenship required.
- Strong leadership, organizational, communication, customer service, and problem-solving skills.
- Ability to pass a background check and drug screening.
Preferred:- Bachelor's degree in Facilities Management, Business Administration, Construction Management, or a related field.
- Experience supporting federal government facilities contracts.
- Experience managing operations within secure, mission-critical, or campus-style environments.
- Experience utilizing computerized maintenance management systems (CMMS) such as Maximo.
- Professional certifications related to facilities management, operations management, or project management.
- Experience supporting quality assurance, safety, environmental, and regulatory compliance programs.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENTThis position is performed in a combination of office, maintenance, warehouse, industrial, and outdoor environments and requires regular interaction with operational personnel and facility infrastructure. The incumbent must be able to sit, stand, walk, climb stairs, and travel throughout large facilities in support of operational oversight, inspections, meetings, and workforce coordination activities. The position may require occasional access to maintenance areas, utility spaces, construction zones, and outdoor work locations. The incumbent must be able to occasionally lift and carry items weighing up to 25 pounds and wear required personal protective equipment (PPE) when entering designated work areas. Work may involve exposure to varying weather conditions, noise levels, maintenance operations, and industrial environments. Occasional evening, weekend, on-call, or extended work hours may be required to support operational requirements, emergencies, outages, or contract needs.

Actual compensation will be determined based on factors such as experience, qualifications, education, certifications, geographic location, market conditions, and business needs, consistent with applicable laws and contract requirements.
