Position SummaryThe Director, Operations provides operational direction and leadership to Terminal and Area Managers of multi-module, bulk liquid marine, rail, and pipeline terminals within an assigned region.
General Duties and Responsibilities:- Ensure operations are conducted in a safe and efficient manner and in compliance with all applicable safety, environmental, and regulatory requirements.
- Ensure facilities within assigned region maintain a state of operational readiness for continuity of business and compliance with contractual obligations.
- Execute operations consistent with budgetary expectations and overall organizational goals and objectives.
- Oversight and management of all employees within assigned region. Coordinate with Human Resources and Management as needed.
- Develop operating expense, major maintenance, and capital budgets for review and approval. Implement approved budgets and track business unit performance.
- Oversee the development and execution of capital project(s), major maintenance projects, and tank inspection requests. Coordinate the AFE Development and Project Execution with applicable departments.
- Coordinate with Human Resources and Management to support and develop all employees within the region.
- Assist appropriate customer business groups (i.e., Supply and Scheduling) with operational details of product movement issues.
- Prepare monthly status reports for assigned region.
- Enforce and oversee compliance with all Company Policies and Procedures.
- Enforce and oversee compliance with appropriate State, Local, and Federal Agencies.
- Complete routine operation and inventory inspections and reconciliations.
- Develop an understanding of assigned regions Terminaling Agreement Contracts and assist customers with contractual issues, including quality, scheduling, tankage, billing, etc.
- Develop and conduct annual performance appraisals for direct reports.
- Prepare Annual Budget for respective terminals. Track performance of budget and notify management of major discrepancies.
- Serve as needed in the Incident Command System in the event of an emergency situation.
- Provide operational support to Business Development group as needed to evaluate potential growth opportunities.
- Other duties as assigned.
Position QualificationsKnowledge, Skills and Abilities:- Strong leadership skills with the ability to direct and motivate a diverse team.
- Strong working knowledge and understanding of applicable regulatory agencies and regulations, including but not limited to; USCG, OPA 90, DOT-PHMSA, US EPA, Clean Air Act, Clean Water Act, etc.
- Ability and willingness to exemplify safe, efficient, and accountable operations.
- Knowledge of management principles, practices, and techniques applicable to the organization and management of a department.
- Ability to apply management/operations procedures, ensure compliance with regulatory requirements, and promote customer satisfaction.
- Ability to work with a variety of stakeholders and executives, adapting style and work to engage and influence the target audience with clarity, confidence, and conviction most effectively.
- Demonstrated ability to communicate with people consistently, effectively and tactfully on many levels.
- Strong organizational and analytical skills with attention to detail and accuracy.
- Ability to analyze and resolve issues quickly and make sound decisions in a collaborative culture.
- Excellent communication skills, both written and verbal, and ability to interact effectively with various levels of staff and management.
- Proficient in Microsoft Office applications (Word, Outlook, Excel, PowerPoint).
Experience, Education, Qualifications:- Bachelor's degree or equivalent experience is required.
- A minimum of 10 years' experience with progressive operating and leadership responsibility in facilities representative of the operations of this Company is required; including USCG and DOT-PHMSA regulated facilities.
- Demonstrated experience in successfully managing multiple assets and meeting performance expectations pertaining to Safety, Environmental, Operations, Financial Management, and Personnel Management.
- Possess and maintain a valid driver's license.
- Must be able to obtain and maintain a Transportation Worker Identification Credential Card (TWIC).
Travel:- Up to 50% travel required. Must be able to travel by air and/or vehicle as required. Requires the ability to travel to field locations where environment may vary significantly.
