Job Description
The OCM Analyst will support the Texas Department of Transportation (TxDOT). This is a hands-on, execution-focused role within TxDOT's business relationship management team, working within an established organizational change management framework rather than designing or redesigning change methodology. The OCM Analyst will develop and execute communications, training, and stakeholder engagement activities to drive awareness and adoption of technology changes across a highly distributed, agency-wide environment. The role requires close coordination with project managers, business relationship managers, risk managers, application development teams, quality assurance teams, and other technology partners. This position is based onsite in Austin, Texas.

Responsibilities

  • Execute established OCM processes, templates, and strategies to support technology change initiatives.
  • Develop and distribute communications for software releases and technology changes across 25 district offices using email, social media, SharePoint, internal TV monitors, graphics, and presentations.
  • Drive awareness and stakeholder buy-in across distributed business groups by tailoring change activities to the needs and impacts of different audiences.
  • Develop and implement testing, communication, and training strategies and deliverables in support of change initiatives.
  • Provide project teams with coaching and guidance based on industry best practices to improve cross-functional coordination and communication.
  • Create weekly executive summaries of project statuses and generate tailored reports and analysis to inform senior leadership decision making.
  • Develop content for dissemination to non-technical users.
  • Support the development and maintenance of relationships within the IT division and across the agency, and execute communications plans to provide transparency into IT projects.
  • Provide project teams and users with documentation based on industry best practices to improve understanding of technical changes.
  • Support engagement, culture, and communications efforts by working with team members and management to implement effective change management solutions and support process improvement.


Requirements

Minimum Qualifications

  • 5 years of experience with OCM methodologies such as PROSCI, including development of deliverables such as Stakeholder Analysis, Change Impact Analysis, and Communications Assessments.
  • 5 years of experience developing work products supporting change management plans, including execution of plans with stakeholder engagement, end-user adoption, and measurement through metrics and reporting.
  • 5 years of experience providing project teams with coaching and guidance based on industry best practices to improve cross-functional coordination and communication during project execution.
  • 5 years of experience working with and reaching all levels of employees.
  • 3 years of experience on large information technology efforts with agency-wide impact.
  • 3 years of experience creating weekly executive summaries of project statuses, including highlights for leadership, and generating tailored reports and analysis to inform senior leadership decision making.
  • 3 years of experience developing content for dissemination to non-technical users.
  • 3 years of experience developing and executing communications plans to communicate project work, priorities, and impacts across an agency, and supporting relationships within a technology division.
  • 3 years of experience providing project teams and users with documentation based on industry best practices to improve understanding of technical changes.
  • 3 years of experience contributing to an inclusive environment by building and maintaining collaborative relationships with team members, peers, and leadership, and supporting a culture of trust and transparency.
  • 3 years of experience supporting engagement, culture, and communications efforts, working with team members and management to implement change management solutions, and supporting process improvement efforts.

Preferred Qualifications

  • Bachelor's degree in Information Technology, Business Administration, Communications, Organizational Change Management, or a related field (4 years referenced in source; please confirm intended meaning).
  • Marketing and/or corporate communications experience.
  • Practical knowledge of OCM methodologies (Prosci or other OCM certifications are not required).

Additional Requirements

  • TxDOT will only consider candidates local to the Austin area, as this is an onsite position.

Location: Onsite at TxDOT offices, 6230 E. Stassney Lane, Austin, TX

Schedule: 2,080 hours over a 12-month engagement
