Job Description

Nokia is seeking an experienced NSA Program Manager / Regulatory Compliance Lead to support administration of Nokia's U.S. National Security Agreement (NSA) compliance program. This position serves as a key member of the National Security Office (NSO) and is responsible for coordinating regulatory compliance activities, managing U.S. Government reporting requirements, supporting independent audits, and driving cross-functional execution of compliance obligations across Nokia's business organizations.

The successful candidate will partner closely with Legal, Product Security, Engineering, Group Security, Procurement, HR, and business leadership to ensure timely execution of compliance commitments while maintaining strong working relationships with U.S. Government stakeholders.

Responsibilities

Program Management & Governance
  • Manage day-to-day operation of Nokia's NSA compliance program.
  • Track and coordinate compliance deliverables, action items, corrective actions, and regulatory commitments.
  • Develop and maintain compliance metrics, reporting dashboards, and executive status reports.
  • Coordinate activities across implementation leads and compliance stakeholders throughout Nokia.

Government Reporting & Engagement
  • Coordinate preparation of quarterly and annual reports submitted to the U.S. Government.
  • Support development of National Security Committee presentations and executive briefings.
  • Track regulatory notifications, requests for approval, acquisitions notices, and other government reporting obligations.
  • Serve as a liaison and coordination point for government-facing compliance activities.

Audit & Assessment Management
  • Manage preparation for third-party NSA audits.
  • Coordinate evidence collection activities across multiple organizations.
  • Support audit interviews, issue resolution, corrective action planning, and closure activities.
  • Maintain audit documentation and records required to demonstrate compliance.

Compliance Operations
  • Maintain and improve compliance processes, SOPs, governance procedures, and training materials.
  • Monitor compliance risks and escalate issues to NSO leadership as appropriate.
  • Assist in evaluating new business initiatives, suppliers, technologies, and organizational changes for compliance impacts.
  • Support continuous improvement initiatives designed to strengthen compliance effectiveness and audit readiness.

Stakeholder Management
  • Build strong relationships with business leaders, compliance owners, legal counsel, security teams, and operational organizations.
  • Facilitate working sessions and compliance reviews.
  • Drive accountability for compliance commitments across business segments.

Builds consensus and drives accountability across diverse stakeholders while managing sensitive and often time-critical compliance matters.

Knowledge & Experience

Requires advanced knowledge of program management, governance, compliance operations, risk management, and audit processes. Demonstrated experience leading complex cross-functional initiatives involving multiple stakeholders, competing priorities, and regulatory deadlines. Strong understanding of the interaction between business operations, regulatory obligations, security requirements, and corporate governance. Experience supporting regulatory compliance programs, government-facing activities, audit management, or highly regulated environments is strongly preferred. Ability to interpret requirements, assess risks, drive corrective actions, and implement sustainable processes that support long-term compliance objectives. Knowledge of U.S. Government regulatory frameworks, telecommunications security requirements, national security-related compliance obligations, or comparable regulatory programs is highly desirable.
