OVERVIEW

Assignment

This full-time contract Network Administrator assignment will support the Network Administration (JNDN) organization within the IT department at *** (BPA). The Network Administrator assignment supports BPA's networking connectivity in an Internet/intranet environment. They will assist with maintaining a high performing infrastructure on various network components such as routers, switches, patch panels and fiber/cable plants by installing, configuring and troubleshooting using provided tools.

Organization

The Network Administration (JNDN) organization operates the corporate network supporting standard and critical business services by interconnecting hundreds of BPA sites across five states, and acting as a conduit for certain mission critical activities requiring multi-domain network connectivity. JNDN delivers trusted, reliable, and resilient network connectivity through: 1) Fully integrated engineering, deployment and operations; 2) Active management of third party communications providers; 3) Comprehensive configuration, event and performance management of gateways, routers, switches, firewalls, wireless network connectivity, intrusion prevention/detection systems, application layer gateways, and filtering components; 4) Proactive traffic shaping; and, 5) Cable plant lifecycle management.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

With oversight and approval from the BPA Manager/BPA Lead:

Serve as senior network administrator, including facilitation of installation, configuration, upgrade and troubleshooting LAN and WAN components such as routers, switches, and monitoring tools.

Identify and independently solve complex multi-layered client access, data center and network connectivity problems.

Act as primary point of contact and technical subject matter resource for other Network Administrators in the office and respond to Networking questions from the network and other teams, enhancing productivity and facilitating knowledge transfer.

Act as primary point of contact on the maintenance of network maps and data spreadsheets using Cisco Catalyst Center and other tools like Visio and Excel.

Knowledgeable in configuration management, enforcement of configuration management, and zero touch deployments in Cisco Catalyst Center and Gluware.

Test cables and fiber, monitor network health (frame errors, collisions) and identify setting problems with speed, duplex, and protocol mismatches. Use the graphical (e.g. Cisco Catalyst Center) or command line management interface to modify configurations such as IP routes and VLANs. In addition, track device performance, errors and traffic using tools such as NetFlow, ExtraHop, Scrutinizer, Splunk, etc.

Create and troubleshoot network maps, and monitor network problems involving connectivity failures with the HTTP, HTTPS, SNMP, SSH, SMTP, FTP, TLS/SSL, ICMP, VOIP and other protocols.

Identify the need to upgrade or enhance network component capabilities in response to network problems and deficiencies; e.g., degradation of service; may include research and recommend solutions for management approval; assist with implementation of identified solutions.

Configure and maintain 802.11n and Wi-Fi Networks.

Configure and maintain 802.1x Port-based Network Access Control using Cisco Client.

Utilize network expertise to provide prompt solution for PC and network connectivity problems.

Maintain compliance with applicable industry standards (e.g. FISMA, NERC-CIP) as documented in BPA's Baselines and supporting configurations.

Communicate with clients and team concerning solutions pertaining to network performance and/or maintenance and facilitate problem resolution.

Communicate technical information verbally and in writing to technical and non-technical users, utilizing excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem-solving abilities.

Meet and assist project teams to meet timelines, milestones, and deliverables. Provide timely status updates and communications to project team members, stakeholders, technical team and others routinely or as needed (potential delay(s) or issue(s).

Provide a sustainable IT infrastructure by supplying cross training and functional documentation.

Understand and follow established processes and procedures in an ITIL service model environment including Change Management, Work Tracking and Time Management.

Keep abreast of the latest computer industry developments in application development, network, user interface, system software, data acquisition and related computer hardware areas.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor's Degree in Computer Science, Information Technology, Engineering, or a related technical field is preferred.

With an Associate's or Bachelor's Degree in applicable fields, 8 years of experience is required.

With an Associate's or Bachelor's Degree not in applicable fields or without a degree, 10 years of experience is required.

Applicable Certifications may count for 1 year of experience.

Experience must include direct work experience in Information Technology performing Network Administration.

Cisco Certified Network Associate (CCNA) or greater (e.g. Cisco Certified Networking Professional [CCNP]) in Routing and Switching or equivalent is required.

Required Technical Skills & Experience (required on matrix)

Knowledge of and skill in the following areas:

Network components, operation and maintenance concepts and methods

Network architecture principles, security principles, and concepts

Network management tools such as enhanced packet capture, inline tools, and troubleshooting commands (e.g. traceroute).

LAN and WAN development principles and methods, including sub-nets, gateways, and firewalls

VPN technology principles and concepts

Configuration of Cisco routers and switches using cisco catalyst center

Wi-Fi concepts and fundamentals

Configuration or change management concepts.

Building Cat 5e / 6a cables and Cable / Fiber Plant concepts and theories

Knowledge and experience supporting additional routing protocols BGP, OSPF etc.

Preferred Skills & Experience (optional on matrix)

Knowledge of Linux operating systems with 1 year experience is desirable.

Knowledge and experience supporting MPLS is desirable.

Knowledge and experience with Cisco VSS is desirable.

Knowledge and experience with VDC is desirable.

Knowledge and experience with VXLANs is desirable.

NIST and FIPS experience in applying and maintaining security controls is desirable.

Valid U.S. Driver's License is required.

First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.

Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

User Type:

Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.

Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.

Hazards & Risks

Assignment requires overhead work.

Assignment requires the ability to lift and carry 50 pounds.

Assignment requires a minimum level of physical ability sufficient to lift, carry, move and stack equipment weighing up to 40 pounds. Bending stooping, lifting, kneeling, reaching and walking for short distances (up to 500 yards) may be required.

Assignment requires the ability to lift items approximately 50 pounds in weight on and off vehicles and maneuver them, using wheeled carts, to designated locations.

SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
