Job Summary:R3 provides across-functional team to support avariety of logistical operational tasks for Naval Construction Group One (NCG 1), Port Hueneme, California, and Underwater Construction Team
Two, at Naval Base Ventura County in Port Hueneme, CA. Assist the units Functional Area Supervisor (FAS) in maintaining their Stock Item Tables (SIT), Active Requisition Table (ART), Transportation Account Code (TAC), Inventory Management of controlled material and equipment and provide Non-Construction Expeditionary Support Equipment (NON-CESE) Tool Control/Issue support to the different divisions within the N4 Department. Manage the Non-CESE Table of Allowance (TOA), Augment equipment support, for Underwater Construction Team Two, Construction Battalion Mobile Unit Three Zero Three, and Naval Construction Group One. Manage the Table of Allowance (TOA) of the NCFCCA,
including the operational readiness, disposition, and inventory control of approximately 2,400 pieces of Civil Engineering Support Equipment (CESE) and its associated collateral equipment as well as non-CESE TOA, of approximately 400,000-line items. Provide Defense Property Accountability System (DPAS) support and expertise on unit Table of Allowance (TOA) readiness and accountability as it pertains to the Readiness and Cost Reporting Program (RCRP). Advise the NCG 1 TOA Manager (N43) on all readiness issues related to TOA, supply readiness, and TOA accountability. Coordinate with the NCG 1 Readiness Manager and unit RCRP/DPAS Equipment managers to ensure accurate unit readiness reporting of unit TOA's and Consolidated SEAB. Assist NCG-1's medical team in providing training, oversight and support for all subordinate battalion medical departments.
Duties and Responsibilities:- Manage an accurate Maintenance Data Systems / Planned Maintenance systems (MDS/PMS) database for the NCG-1 TOA in LAYUP/OVERHAUL/in-transit status for approximately 2,400 pieces of CESE and associated collateral equipment and NCF structure as well as control and supervise all contractor maintenance personnel to include accountability and maintenance support.
- Establish, manage and maintain the 3-M Planned Maintenance System (PMS), Maintenance Data System (MDS) and Inactive Equipment Maintenance (IEM) in accordance with COMNECCINST 4400.1 Series.
- Complete Weekly Status Report, 13 Week Report, and Force Revision reports per COMNECC/COMNECCPACINST 4790.1B to NCG 1 3M Manager.
- Identify common causes of any 3-M program related problems; propose and implement solutions. Report Lesson Learned and Best Practices to NCG-1 3M Manager via email, as they are learned.
- Maintain liaison with subject matter experts at various commands to keep abreast of 3-M practices, policies, and problems.
- Attend command 3M Maintenance meetings, establish relationships and communications to follow-up pending maintenance and work request and garner assistance in the resolution of unit level 3-M problems.
- Schedule and ensure the 3-M Planned Maintenance System (PMS), Maintenance Data System (MDS) and (IEM) are maintained in accordance with COMNECCINST 4400.1 Series.
- Manage the NTCSS and SKED programs and ensure all records are accurate and up to date.
- Ensure timely quality maintenance and cycling is performed on all CESE assigned in accordance with the 3M program.
- Submit equipment reports to the Department Head, 3-MC, Chief Staff Officer (CSO) and the Commander for distribution to higher authority. This report shall comprise of details on what maintenance was completed the week pervious and be provided weekly. A hard copy shall be routed from the Work Center Supervisor to the Division Officer to the Department Head then to the 3M office. The equipment reports are generated in SKED.
- Ensure all 3M related records are accurate and up to date every 18 months and checked for accuracy and reported through equipment reports. Any discrepancies found shall be corrected by the contractor within (1) working day and resubmitted. 3M equipment reports are considered final when free from errors and submitted to the Department Head, 3-MC, CSO and the Commander for distribution to higher authority.
- Support the maintenance of the Technical Manual Library per COMNECCINST 4400.1 Series. Ensure all maintenance is conducted IAW aforementioned directive. Should there be any variances, the COR shall be notified via email for correction.
- Provide quality assurance on all documents and tasks output by contractor employees.
- Ensure the 3-M Planned Maintenance System (PMS), Maintenance Data System (MDS) and Inactive Equipment Maintenance (IEM) are maintained in accordance with COMNECCINST 4400.1 Series.
- Manage 3M maintenance program for 2400+ units of CESE and associated CESE attachments.
Qualifications:- Five years of management or supervisory experience in a technical capacity is required.
- Familiarity with Naval Technical Command Support System (NCTSS) supply operations, Information System Office (ISO) and 3-M parts procurement processes.
- Material Maintenance Management (3M) documentation experience.
- Proficient in use of technical manuals and drawings.
- Naval Tactical Command Support System (NTCSS); R-Supply and OMMS-NG functions.
- PMS directives, instructions, and procedures knowledge.
- CESE TOA management instructions knowledge.
- Ability to recognize deviations from accepted practices and recognize appropriate response/action.
- Highly proficient in word processing, spreadsheet, presentation application usage, and electronic mail programs
- Ability to use and understand verbal and written communication in order to accurately post, carry out and understand assignments, or convey/exchange routine information.
