Job Summary:R3 provides across-functional team to support avariety of logistical operational tasks for Naval Construction Group One (NCG 1), Port Hueneme, California, and Underwater Construction Team

Two, at Naval Base Ventura County in Port Hueneme, CA. Assist the units Functional Area Supervisor (FAS) in maintaining their Stock Item Tables (SIT), Active Requisition Table (ART), Transportation Account Code (TAC), Inventory Management of controlled material and equipment and provide Non-Construction Expeditionary Support Equipment (NON-CESE) Tool Control/Issue support to the different divisions within the N4 Department. Manage the Non-CESE Table of Allowance (TOA), Augment equipment support, for Underwater Construction Team Two, Construction Battalion Mobile Unit Three Zero Three, and Naval Construction Group One. Manage the Table of Allowance (TOA) of the NCFCCA,

including the operational readiness, disposition, and inventory control of approximately 2,400 pieces of Civil Engineering Support Equipment (CESE) and its associated collateral equipment as well as non-CESE TOA, of approximately 400,000-line items. Provide Defense Property Accountability System (DPAS) support and expertise on unit Table of Allowance (TOA) readiness and accountability as it pertains to the Readiness and Cost Reporting Program (RCRP). Advise the NCG 1 TOA Manager (N43) on all readiness issues related to TOA, supply readiness, and TOA accountability. Coordinate with the NCG 1 Readiness Manager and unit RCRP/DPAS Equipment managers to ensure accurate unit readiness reporting of unit TOA's and Consolidated SEAB. Assist NCG-1's medical team in providing training, oversight and support for all subordinate battalion medical departments.

Duties and Responsibilities:

• Serve as the Readiness Program Manager for the Equipment (E)/Supply (S) pillars for the readiness and accountability of NCG 1 and subordinate units in RCRP/DPAS.
• Support the operation of RCRP Equipment (E) Pillar, Supply (S) Pillar and DPAS which provides a measurable assessment of how well a unit is equipped to perform all missions in support of Major Combat Operations (MCOs) and to sustain itself or other units and to track items that support equipment or personnel.
• Track warfare primary mission area readiness as it pertains to subordinate units by coordination, compilation, and analytical evaluation of RCRP, DRRS-N, DPAS and brief the Commodore and Logistics Officer (N4) typically monthly but no more than weekly.
• Compile raw data, project wartime readiness of subordinate units, and formulate recommendations for improvement. Recommendations shall be provided by the Chain of Command COR in writing on a monthly basis.
• Serve as the subject matter expert (SME) to all subordinate units relating to Equipment Figure of Merit (EFOM) and Supply Figure of Merit (SFOM) in RCRP.
• Maintain status of equipment and supply reporting systems, DPAS, RCRP and DRRS-N and liaise with higher headquarters on system management and issue resolution.
• Coordinate with NCG 1 Readiness Manager and N43 to solve DPAS/RCRP Readiness issues in support of the NCG1 mission and subordinate units' operations in the Pacific AOR.
• Perform TOA Readiness support.
• Review unit DRRS-N comments weekly as they pertain to TOA/Supply Readiness and verify accuracy based on DPAS and RCRP data and real time data if it differs.
• Assist and train approximately 20-unit TOA/Equipment Pillar managers and commodity managers in DPAS/RCRP management functions, business rules and button-ology.
• Work with the DPAS contracted provider for interaction or assistance when using the DPAS database.
• Maintain status of equipment and supply reporting systems and communicate status with headquarters Equipment Pillar Manager.
• Utilize DPAS/RCRP and DRRS-N to track TOA inventory, including Rotational Pool equipment, quantity-tracked equipment, and unit-managed equipment.
• Monitor operational to non-operational status of equipment to ensure situational awareness of operational availability is continually known and communicated to NCG 1 leadership via NCG 1 N43.
• Track the changing of national stock number (NSN) attributes.
• Provide recommendations for suitable TOA substitutes to NECC in writing via email to the COR, as discovered.
• Manage TOA unit identification Code (UIC) and TOA Capability Set (TCS) inventories and • monitor kitting functionality.
• Identify and recommend Equipment Pillar improvements and procedures related to TOA readiness. Recommendations shall be provided in writing (email is acceptable) to the COR as they are discovered.
• Review and interpret regulations, guidance, and policies pertaining to unit TOA readiness and work with NCG 1 commodity managers and subordinate unit managers to support compliance.
• Coordinate with subordinate units and lead NCG 1 efforts during NECC annual RCRP Periodic review as it relates to the Equipment and Supply Pillars.
• Coordinate and analyze monthly supply reports from subordinate units and determine deficiencies and coordinate improvements with unit Supply Pillar Managers Utilizing Coordinated Shipboard Allowance List (COSAL) Metrics, Rotational Pool (RP) and Ready for Issue Personal Gear (RFI PGI).
• Provide data to support data calls from higher and NCG leadership which fall into the Equipment Pillar TOA readiness Area of Responsibility (AOR).
• Keep chain of command aware of any new or developing issues that could impact TOA unit availability. Email or verbal correspondence with COR is required within 24 hours of issue identification.
• Manage Pacific NCF TOA accountability of 10 subordinate units by assisting subordinate Equipment managers throughout the PACOM AOR to accurately depict unit readiness in DPAS/RCRP. Add, subtract, transfer, delete, edit, and associate 1300 K pieces of inventory to TOA line items including inventory tracked, quantity tracked, on hand and Rotational Pool items weekly into RCRP and DPAS.

Qualifications:

• Minimum of five years of experience is highly desired.
• Comprehensive and practical knowledge of DoD, Navy, NECC and NCF Equipment/Supply readiness reporting requirements.
• Comprehensive and practical knowledge of NCF mission, organization, structure, capabilities, training, concepts, policies, resources, equipment, procedures, and practices relative to units required equipment /supply capabilities and projected operating environments.
• Ability to communicate soundly developed, clear, concise ideas, information, and recommendations in a written or oral form.
• Knowledge of the U.S. Navy Seabee's and knowledge of TOA inventory and Advanced Base
• Functional Component (ABFC) view system.
• Working knowledge of Microsoft Access. Contractors should have understanding of programs built upon MA, specifically; DPAS, RCRP, DRRS-N and R-Supply database.
• Competence in administrative computer programs, to a level of 8 or more years of experience - e.g. Microsoft Word, Microsoft Outlook, Microsoft Excel, Microsoft PowerPoint, and other equivalent programs.
• Ability to prepare and present briefs, presentations, and factual reports.
• Skill and ability to effectively communicate up and down the chain of command while conveying and discussing sensitive information with all levels of management throughout the NCF.
• Possess or be able to possess a DOD Common Access Card (CAC) and be able to obtain NMCI system access.
