Position Description & Qualifications

As the Navy Training Analyst, you will provide analytic and administrative support to the PMS 339 Surface Training Systems Program Office in our Readiness and Acquisition division with planning, developing, and documenting Manpower, Personnel and Training Requirements for Navy Surface Ship Programs at the Washington Navy Yard in Washington, D.C. The Readiness and Acquisition division is the single point of contact for strategic program planning, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy surface training systems.

Portfolio Acquisition Executive (PAE) Maritime PMS 339 is changing the face of Navy training across the fleet. The Surface Training Systems (STS) Program Office is the PAE Maritime single point of contact for strategic program planning, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. In this role, you will:

  • Work independently and function as a team player, always ready and able to attend meetings and briefings on the Program Manager's behalf.
  • Must be capable of developing briefs and recommendations to government senior-level staff and willing to lead and/or participate in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements.
  • Provide manpower and training support to various new construction and modernization programs and manage the workload and status of all relative products.
  • Provide Subject Matter Expertise in various settings and products regarding Navy Training System Plans (NTSPs) Manpower analysis and Shipboard System Ship Change/Alteration Training Requirements and Certification Review.
  • Provide Subject Matter Expertise in the research, analysis, and technical writing and development of NTSP and Front-End Analysis (FEA) technical training documentation in accordance with all applicable OPNAV and Navy Education Training Command (NETC) instructions and PAE Maritime PMS 339 direction.
  • Research (NTSPs), various naval websites, other training documentation, and discuss with numerous Points of Contact to resolve Manpower, Personnel, and Training issues to identify and document the accurate training solution for specific shipboard system alterations and changes.
  • Create, draft, and review action Item trackers, and Manpower Personnel Training (MPT) product status reports.
  • Interface with multiple afloat/ashore activities, program offices, Learning/Warfare Centers, Resource Sponsors, Shipbuilders, Ships Force (SF) crews, Maintenance Centers, Subject Matter Experts (SME), and developers to discuss and brief the status and way forward to support the development of assigned NTSPs and FEAs.


To be successful in this role, you will have:

  • Ability to obtain and maintain a Secret Clearance.
  • Associate's degree.
    • In some cases, educational requirements may be adjusted or waived for more than 3 years applicable work experience.
  • 2 years of relevant work experience.
  • Basic Artificial Intelligence (AI) and Large Language Model (LLM) fundamentals and skills.
  • Excellent writing and presentation skills to develop briefings and documentation.
  • Excellent communication, interpersonal and presentation skills.
  • Ability to effectively translate and communicate technical details to senior leadership.
  • Forward-thinking and highly motivated mindset.
  • Ability to conduct research and apply analytical thinking to determine the correct solution to training problems.
  • Ability to be given an idea and mature it into a product.
  • Ability to anticipate future requirements.
  • Proficiency in MS applications (Teams, Excel, Word, Outlook, and PowerPoint.
  • Ability to travel 10% of the time.


Additional desired experience and skills:

  • MS Access database experience is a plus.
  • US Navy ship maintenance and modernization experience is a plus.
