Position Description & QualificationsAs the
Navy Acquisition Specialist, you will be a part of Team Submarine located either Washington, D.C. or Banger, WA, where you will provide technical support covering a wide variety of Team Submarine logistics issues, including overall supply chain support for obsolescence resolution. As part of this dynamic team, you will be expected to bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.
This position is contingent upon your ability to maintain and transfer your U.S. Department of War (DoW) Secret security clearance.In this role, you will perform these essential functions:
- Contract Management:
- Provide cradle-to-grave contract management support for active contracts.
- Monitor contractor performance, track deliverables, and review invoices to ensure compliance with contractual requirements.
- Assist in contract modifications, exercise options, and support the contract closeout process
- Provide support related to DD Form 254, ensuring security requirements are current and accurately communicated to the government lead
- PPBE & Financial Management
- Track the execution of program funds and provide detailed financial analysis to program stakeholders and other GOVT stakeholders.
- Assist in aligning program requirements with financial resources and budget cycles to ensure program stability and success.
- Program Support:
- Prepare and staff high-level briefings, white papers, and decision packages for senior leadership.
- Participate in meetings and capture meeting minutes, ensuring accurate documentation of discussions, action items, and decisions for distribution to relevant stakeholders.
To be successful in this role, you must have:
- An active DoW Secret security clearance.
- U.S Citizenship required.
- A Bachelor's degree in business, finance, engineering or other technical discipline.
- or an Associate's degree and 10 years of experience.
- 8 years' experience in engineering/science management, operations research analysis or financial/cost analysis.
- Experience in Other Transaction Agreement (OTA) in the U.S. Navy is a flexible, streamlined contracting tool exempt from traditional Federal Acquisition Regulation (FAR) rules to quickly acquire innovative prototypes and research from commercial or non-traditional defense contractors.
- A significant experience in U.S. Navy programs at Trident Refit Facility, Bangor, Washington.
- The ability to work independently and with a team and often under short, multiple deadlines.
- A strong computer and analytical skills.
- Effective communication skills, both written and oral.
- The ability to be a self-starter, customer oriented and a collaborator.
- To be proficient in Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook).
- The ability to travel 10%.
Additional desired experience and skills:
- 10+ years of experience supporting military and DoD clients.
- Experience in Contract Management, PPBE process, execution of various types of contracts and Financial Management.
- Understanding ofdatabasemanagement tools to track program execution status, contract execution status, and contract deliveries.
- Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.
