Description
Cary's IT Department is seeking a skilled and service-oriented Naviline System Administrator to support the systems and technology that enable essential government operations and services. The Naviline System Administrator provides operational and technical support for the organization's Naviline enterprise application, which is hosted by a third-party vendor (Central Square) on an IBM i (AS/400) platform. This role is responsible for administering application security, supporting users, assisting with system upgrades, and developing queries to provide access to operational data.

The Naviline System Administrator works closely with internal departments, IT staff, and the Naviline vendor to ensure the system remains secure, reliable, and responsive to business needs. Work is performed under the general supervision of the Enterprise Applications Manager.

Beyond daily operations, you'll also play a significant role in assisting in the migration of data and processes from our Naviline system to more modern enterprise applications. This is a multi-year effort that will eventually see the retirement of our AS400 instance and the Naviline application suite. To this end, approximately 80% of your time will be focused on supporting and working with Naviline, with the remaining 20% dedicated to learning and supporting other enterprise applications. As Naviline is phased out, these responsibilities and time allocations will evolve accordingly.

Anticipated Hiring Range: $90,000.00 - $100,000.00

Typical Tasks
Application Security & Access Administration
  • Maintain and manage user accounts, roles, and group permissions within the Naviline application.
  • Add, modify, and remove user access based on approved requests and organizational security policies.

Application Support & Vendor Coordination
  • Serve as a liaison between internal users and the Naviline vendor to troubleshoot and resolve application issues.
  • Coordinate with vendor support teams to diagnose problems, track resolutions, and communicate updates to users.
  • Document issues and resolutions to improve support processes.

System Upgrades & Technical Maintenance
  • Manages application upgrades and maintenance activities coordinating with the vendor, technical staff and affected business staff.
  • Perform technical tasks associated with upgrades, including recompilation and modification of RPG programs as required.
  • Test system functionality after upgrades and coordinate validation with business users.

Reporting & Data Access
  • Develop ad-hoc and operational queries using IBM i Query tools (Query/400) or SQL.
  • Assist users in retrieving and understanding system-generated data for reporting and analysis through IBM Access Client Solutions (ACS) applications.
User Support
  • Work with departments to identify reporting or data access needs.
  • Provide guidance and support for users accessing IBM i data and system outputs.

Service Management
  • Track and manage work activities, service requests, and incidents using ServiceNow, the organization's IT service management platform.
  • Ensure requests are documented, prioritized, and resolved in accordance with IT service management practices. Ensure that tier 1 support staff are fully trained and empowered to resolve designated tier 1 support tasks.
  • All system changes (including upgrades) should be coordinated and approved via the organization's CAB (Change Advisory Board) process.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of the IBM i (AS/400) operating environment, including RPG program structure and compilation processes.
  • Knowledge of Naviline application modules, including Human Resources, Utility Billing, and Permitting and Inspections.
  • Skill in administering application security, including user accounts, roles, and group permissions.
  • Skill in developing ad hoc and operational queries using Query/400, SQL, or similar reporting tools.
  • Skill in using IBM Access Client Solutions (ACS) to retrieve and present system-generated data.
  • Ability to serve as a liaison between internal users and third-party vendors to troubleshoot and resolve application issues.

Minimum and Preferred Qualifications
Requires any combination of education and experience equivalent to graduation from high school and three (3) years or more experience with Naviline Human Resource, Utility Billing, and/or Permitting and Inspections modules.

Candidates must also have:
  • Three (3) years of experience of IBM i (AS/400) environments.
  • One (1) year experience with RPG program maintenance or compilation.
  • Three (3) years of experience managing user permissions and application security with Naviline and the IBMi platform.

Preferred Qualifications
  • Two (2) years of experience writing queries using Query/400, SQL, or similar reporting tools.
  • One (1) year of experience with IBM Access Client Solutions (ACS) tools.
  • Two (2) years of experience working with IT service management systems such as ServiceNow.
  • Three (3) years of experience supporting local government or public sector systems.

PHYSICAL REQUIREMENTS:

This position is expected to work on-site at the Town of Cary offices. Work is generally performed in a standard office environment and requires the ability to sit or stand for extended periods, operate computer equipment, and communicate effectively in person, by phone, and in writing. Occasional travel between Town facilities may be required. Some work outside standard business hours may be required to support system implementations, upgrades, or production cutovers.

SPECIAL REQUIREMENTS:
  • Requires a valid driver's license with an acceptable driving record.
  • Requires drug testing and background check (which may include criminal history check, SBI finger-printing, motor vehicle records check, education verification and credit history review) and satisfactory reference checks prior to employment.
  • Must be eligible for and able to maintain CJIS access and certification.
  • Participation in emergency response activities is required.
