This position is located in the Department of Housing and Urban Development (HUD), Office of Public and Indian Housing (PIH), Office of Native American Programs (ONAP).

HUD's Mission

This position is located in the Office of Public and Indian Housing's Office of Native American Programs (ONAP). ONAP's mission is to increase the supply of safe, decent, and affordable housing available to native families; strengthen communities by improving living conditions and creating economic opportunities for tribes and native residents; and ensure fiscal integrity in the operation of the programs it administers. ONAP administers housing and community development programs that benefit American Indian and Alaska Native tribal governments, tribal members, the Department of Hawaiian Home Lands, Native Hawaiians, and other Native American Organizations through a staff of Headquarters and Field employees.

As a Native Hawaiian Program Specialist, you will:

  • Create and implement policies, program standards, procedures and guidelines (e.g. for use by program recipients and lenders) in response to the unique problems and issues related to Hawaiian Home Lands and other Native Hawaiian programs.
  • Initiate and prepare comprehensive policy documents; recommends statutory changes to the Native Hawaiian housing and loan guarantee programs; analyzes and comments on pending legislation, regulations, and guidelines prepared by other offices internal and external to PIH.
  • Formulates guidelines, such as SOPs, and provides technical advice, guidance, and interpretation of complex policies and procedures regarding the Native Hawaiian loan guarantee programs to program participants, the financial community, and other entities. Coordinates with the other Federal agencies as appropriate.

  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized Experience for this position includes:

  • Experience responding to grantee inquiries, identifying programmatic or compliance gaps, and creating tailored training or technical-assistance packages (e.g., handouts, presentations, sample forms) to address those needs; AND
  • Experience reviewing housing plans and grant applications, reserving and obligating funds, preparing award agreements, conducting risk assessments, and monitoring recipient performance through audits, on-site reviews, and corrective-action tracking; AND
  • Experience conducting analytical studies of housing issues affecting Native Hawaiian communities, evaluating policy effectiveness, developing NOFO related guidance, and preparing reports for senior leadership, Congress, and oversight bodies.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
