Summary

Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in multiple locations as specified in this announcement.

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Duties

Help

As a Mission Support Specialist, at the full performance level, you will perform the following duties:

  • Provides senior-level program, policy, and management advisory services.
  • Analyzes complex organizational, operational, and administrative issues.
  • Supports organizational planning, performance management, workforce planning, and resource allocation.
  • Develops recommendations to improve organizational effectiveness and mission accomplishment.
  • Researches, analyzes, and reports policy data to support leadership decision-making.
  • Collects, interprets, and presents data, findings, and survey results.
  • Develops and maintains administrative processes, procedures, and internal operating guidance.
  • Evaluates processes and implements improvements to systems and operations.
  • Prepares reports, presentations, user guides, and other program documentation.
  • Collaborates with IT staff to develop, enhance, and manage technology solutions.
  • Supports special projects and organizational initiatives.
  • Plans and coordinates stakeholder engagement and liaison activities.
  • Develops project plans, timelines, and implementation strategies.
  • Builds and maintains relationships with internal and external stakeholders.

Qualifications

Minimum Qualifications for GS-09:

Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service, performing 3 or more of the following:

  1. Providing support to program staff during the development of projects or programs;
  2. Assisting with tracking mechanisms to track workflow within a work unit;
  3. Analyzing issues to provide relevant precedents, facts, or documentation; and
  4. Assessing inquiries and determining what information is required and the possible sources for the data requested.


OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Minimum Qualifications for GS-11:

Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service, performing 3 or more of the following:

  1. Providing technical support for projects, programs, or organizational initiatives;
  2. Researching and evaluating programmatic or administrative issues;
  3. Assessing documentation for compliance and accuracy; and
  4. Advising on or resolving recurring operational or procedural issues.


OR

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Minimum Qualifications for GS-12:

Specialized Experience: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service, performing 3 or more of the following:

  1. Presenting data, findings, or recommendations to leadership;
  2. Developing project plans, timelines, or implementation strategies;
  3. Planning, evaluating, or coordinating organizational resource allocation/utilization, performance measures, or process improvement initiatives; and
  4. Coordinating activities with internal or external stakeholders.
