Public Health Microsoft 365 Support Manager (Project/Program Manager III) to join its innovative team! Our ideal candidate is committed to racial equity and social justice, with strong technical expertise and a change management skillset to manage the department's effort to modernize and support use of Microsoft 365 (M365) tools.
Public Health - Seattle and King County (PHSKC) relies heavily on the use of M365 tools in our work, in particular Power Automate, SharePoint, and Teams. This project will work closely with PHSKC divisions and teams to maximize and streamline use of M365 tools for our business operations, internal communication, and internal and external collaboration, while aligning with county compliance, and security policies. This position reports to the Public Health Microsoft 365 Program Manager and will assist teams across PHKSC with effective and efficient use of M365 tools, engage in robust communication, provide support and training for PHSKC's workforce, and utilize change management strategies throughout.
Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last
one year. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.
This vacancy can also be filled as a Special Duty opportunity. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Remote and Onsite WorkThe team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA, 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties - Serve as the Public Health Support Manager in the department's effort to modernize, effectively adopt, and maintain M365 tools across all PHSKC divisions/teams.
- Work with each division/team to assess how M365 tools can best support business needs, identify existing issues, and anticipate future challenges.
- Identify and manage expected and unexpected impacts of changes made within the M365 environment and between M365 and other applications.
- Collaboratively develop a workplan, including prioritization, and maintain flexibility to address emergent issues.
- Develop, manage, and execute implementation plans to ensure business continuity, effectiveness, and end user acceptance.
- Manage issues found during development and testing; identify and implement mitigations and solutions.
- Develop job aids and facilitate trainings to support users in effective use of M365 tools.
- Coordinate with impacted teams to plan and implement updates to existing use of M365 tools and initiate new uses of M365 tools.
- Develop, manage, and execute effective communications plans.
- Develop, implement, and document change management plans for projects.
- Collect and analyze data on tool usage to inform decision proposals for management.
Experience, Qualifications, Knowledge, Skills Our ideal candidate will demonstrate the following (Minimum):- Commitment to and knowledge of racial equity and social justice principles and practices.
- At least one year of experience providing customer support in the M365 suite of applications, in particular Power Automate, SharePoint and Teams, and the associated security and permissions-based requirements to ensure functionality and stability.
- At least three years of experience with development of process maps, job aids, and other technical documentation.
- Experience with and understanding of Microsoft Entra ID, including upstream and downstream impacts within M365 and with other applications that utilize Entra.
- Experience with project planning and management, including complex, cross-divisional projects involving multiple dependencies and/or conflicting priorities.
- Knowledge of and experience with change management principles.
- Experience with training and support of colleagues with varied learning styles and skillsets.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Experience developing and implementing training and change management plans and drafting associated communications.
- Ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; collaborate effectively.
- Relates well with others; builds constructive and effective relationships; uses diplomacy and tact; can defuse even high-tension situations comfortably.

- Experience with the Microsoft 365 Government Community Cloud (GCC) environment.
- Knowledge of compliance and regulatory requirements for healthcare, including HIPAA and state privacy regulations.
- Certifications and/or demonstrated coursework in change management and/or project management; MS365 tools such as Power Automate, Power BI, SharePoint, and Teams.
