About The Role
This role will be assigned to the Portfolio Planning and Analysis (PPA) Unit which is a small team of professionals responsible for the centralized management of WTD's capital portfolio and who maintain portfolio management standards, processes, and policies for WTD.
This unique role supports WTD by analyzing data to find meaning to aid in decision making. Portfolio Analysts are frequently involved in facilitation, performance measurement, system and process improvements, and generally support broader planning activities. Portfolio Analysts need to have both technical analytical skills and the ability to build and maintain strong relationships, manage conflicting perspectives, and engage collaboratively with a wide variety of technical disciplines.
This position follows a hybrid work model, blending remote and in-person work.

About The Team
You'll be part of a team that provides coordinated, balanced, and transparent management of portfolios and sub-portfolios of programs and projects to better achieve the organization's strategic objectives through prioritization, resource balancing, and continuous improvement. We ensure projects receive clear strategic direction, work with subject matter experts to prioritize project requests, and manage limited resources in a transparent, balanced and transparent manner.
Mainly, you'll provide data-driven monitoring and reporting of key performance indicators, help to establish and maintain strategic and rigorous governance parameters, monitor weighted multi-attribute decision making criteria, and ensure decision making assumptions are well documented to ensure that WTD is developing and delivering the right projects and programs at the right time for the right reasons.
Job Duties

What You Will Be Doing:
  • Analyze overall portfolio performance by managing goals, KPIs, and health indicators, using analytical tools to identify trends, develop predictive models, and support data-driven decision-making.
  • Lead business process analysis, requirements gathering, and process improvements for financial workflows and supporting technologies, including data mining, reporting, and dashboard development.
  • Prepare and deliver strategic recommendations and insights to Division leadership and key stakeholders based on comprehensive analytical findings.
  • Conduct project and program cost comparisons, portfolio evaluations, and complex analytical studies requiring data compilation, extrapolation, interpretation, and reporting.
  • Collaborate with subject matter experts to identify significant portfolio issues and advise leadership on potential budget impacts.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:
  • Bachelor's in a related field (e.g., business, finance, economics, engineering, public administration), OR a combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
  • Experience in areas such as project/program management, business analysis, financial planning and analysis, management consulting, operations management, risk management, strategy, data analytics, government/public sector planning, or change management.
  • Demonstrated experience in analyzing and interpreting complex data, using insights to inform decision-making, improving processes, and drive strategic outcomes.
  • Proven track record of innovation, including the ability to think creatively, embrace data-driven solutions, and solve complex problems to drive continuous improvement.
  • Experience with capital budgeting, capital improvement plans, and understanding financial models for project and portfolio planning.
  • Exceptional time management, self-direction, and work ethic, with the ability to manage competing priorities and deliver results independently.

Required Licenses - Washington State Driver's Licenseor the ability to provide transportation to remote work locations with limited or no public transportation services.

Preferred Qualifications:
  • Experience with project, program, and/or portfolio management processes; particularly in the areas of risk, value, and/or resource management.
  • Experience performing analysis to support construction projects or program planning, budgeting, or performance evaluation.
  • Familiarity with portfolio or project management software (e.g., PRISM, MS Project, or other similar tools).
  • Basic familiarity with data visualization software (e.g., Power BI, Looker, Tableau, Google Data Studio) and the ability to create basic visualizations, such as dashboards or reports, using these tools.

Supplemental Information

Work Location: The Portfolio Planning and Analysis unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Collaboration space at King Street Center, 201 S. Jackson, Seattle, Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
