Full Job Description
Primary Purpose

Supervise, lead, and train Department team members on day-to-day retail rates administration responsibilities, manage Department business processes and systems and identify and implement process and system improvements required address cost of service, rate design and pricing of retail electric service functions. Supervisory responsibility for the design, testing, implementation, documentation and on-going performance of daily operational and financial processes. Represent Retail Rates on cross-functional teams evaluating or implementing strategic initiatives such as the design of new rate design methodologies, tariffs or riders, and evaluation and implementation of retail rates functions. Actively participates in rate-related regulatory proceedings, including expert witness activities. Recommends, creates, and coordinates the development of new tariffs and revisions to existing tariffs for the provision of retail electric services, and provides guidance, instruction, and support to various parties with respect to the application of the Company's tariffed services. Advises the Director/Sr. Manager of Retail Rates on matters related to rate economics, administration, and the need for new or revised tariffs. Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties

  • Supervise, lead, and train Department members on business processes and systems used to coordinate, develop and perform analyses for rate design and pricing of retail electric services. Supervisory responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in retail rates.
  • Supervise, lead, and train Department members on business processes and systems used to create and coordinate the development of new tariffs and revisions to existing tariffs for retail electric services.
  • Supervise, lead, and train Department members on business processes and systems used to participate in rate-related regulatory proceedings, including participation as an expert witness. Prepare and supervise testimony preparation, data request responses and other information provision activities. Function as the subject matter expert of cost of service and rate design functions.
  • Provide functional direction, leadership, instruction, and guidance to others within the department and on project teams, using leadership, judgment and good communication skills
  • Develop, prepare and oversee presentations and responses to inquiries regarding cost of service, rate design, and application of retail electric service tariffs using expert knowledge and communication and organization skills

Job Scope

  • Day to day supervisory responsibilities are project and functional in nature and include the provision of guidance and oversight to the department's staff with respect to work related to the preparation, distribution, and filing of tariffs and reports. Work leadership involves providing functional direction, expert guidance, and support to others, and reviewing others' work. Work includes the direct oversight of staff members, and includes performance evaluations and creating development opportunities
  • Work is diversified and complex in nature. Work involves the understanding and application of financial concepts and Company regulatory policies. Work also involves the application of expert judgment, initiative, and ingenuity. Work often involves the need to complete important assignments under severe time constraints and changing conditions. Work includes the mathematical design and development of retail electric rates to recover the Company's costs to provide service from various customer groups in an equitable fashion. Work includes the creation, revision, and review of tariff language, testimony, data request responses, contracts, legal briefs, regulatory orders, and internally and externally distributed informational and instructional tariff-related material. Work includes active participation in regulatory proceedings, including consultant and expert witness activities.
  • Work includes contact with people that are internal and external to the Company. Work involves the application of interpersonal, expert judgment, and functional direction skills in team and consultant activities. Work includes the provision of expert opinions and advice to internal and legal counsel and others during the course of regulatory proceedings. Work includes interaction with members of the public utility commission staff (e.g., the Illinois Commerce Commission Staff) and other parties involved in the electric utility industry.
  • Work involves the use of computer word processing, spreadsheet, and presentation applications.
  • Work is subject to periodic review.

Minimum Qualifications

  • BA or BS degree
  • 7-10 years relevant experience.
  • Working knowledge of word processing, spreadsheet, and presentation programs
  • Excellent written and oral communication skills
  • Excellent analytical and organizational skills
  • Ability to work independently and be able to supervise staff

Preferred Qualifications

  • Degree in legal, engineering, business, economics, or financial discipline
  • Experience in utility environment in areas related to legal, finance, engineering, regulatory activities, or retail rate application
  • Working knowledge of utility customer information systems and data bases, including CIMS and OBIEE
  • Experience as an expert witness in regulatory proceedings
  • 3-5 years of supervisory experience.

  • Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $106,400.00/Yr. - $146,300.00/Yr.
