Position: Mental Health Outpatient Program Manager (MHOP)

Program: Mental Health Outpatient Program (MHOP)

Location: 205 Mission St., San Francisco, CA 94013

Reports to: VP of Clinical Services

Salary: $120,000 /year

Status: Exempt, Non-union

The Role

The Mental Health Outpatient Program Manager (MHOPM) provides clinical and operational leadership for a multi-site program delivering integrated behavioral health services within housing and community-based settings.

This is a hands-on leadership role that blends clinical supervision, program oversight, and staff development. The MHOPM supports a multidisciplinary team serving individuals with complex needs, including mental health conditions, substance use, histories of trauma, and housing instability.

This role is central to ensuring that care is consistent, ethical, trauma-informed, and sustainable for both clients and staff.

Key Responsibilities:
  • Clinical Leadership & Supervision
  • Provide individual and group clinical supervision to licensed and associate-level clinicians
  • Offer reflective, strengths-based supervision that supports clinical growth and staff well-being
  • Guide assessment, diagnosis, and treatment planning; co-sign documentation as required
  • Support interdisciplinary teams (including case managers and housing staff) through consultation and group supervision

Program Oversight & Quality
  • Oversee daily clinical operations across multiple program sites
  • Ensure services meet contractual, legal, and ethical standards
  • Support quality assurance processes, including chart review and documentation improvement
  • Monitor and support caseload distribution and service delivery

Staff Development & Training:
  • Lead onboarding and orientation for clinical staff
  • Provide training to multidisciplinary teams
  • Foster a learning environment that builds clinical skill, confidence, and alignment with program values

Collaboration & Partnerships
  • Participate in care team meetings across housing and service sites
  • Collaborate with city departments, funders, and community partners
  • Represent the program in external meetings as needed

Administrative & Operational Leadership
  • Support program reporting, including service data and billing coordination
  • Partner with leadership on program development and implementation
  • Provide performance feedback and staff evaluations
  • Address concerns or conflicts using a balanced approach that prioritizes accountability and support

Qualifications

Required:
  • Master's degree or higher in Social Work, Counseling, Psychology, or related field
  • Active California licensure (LCSW, LMFT, LPCC, or Licensed Psychologist) in good standing
  • At least 2 years post-licensure, eligible to provide clinical supervision (BBS)
  • Eligibility for 5150 Authorization
  • Experience providing clinical supervision and supporting multidisciplinary teams
  • Strong understanding of trauma, homelessness, substance use, and behavioral health
  • Ability to balance clinical leadership with operational responsibilities

Preferred:
  • Experience working in housing-based or community-integrated behavioral health programs
  • Multilingual and/or multicultural experience
  • Familiarity with San Francisco systems of care and documentation/billing environments
  • Experience with Epic EHR system

Work Environment & Physical Requirements

This role involves a combination of office-based and on-site work across program locations. The position includes time spent in active, dynamic environments where interruptions are common.
