Job Function

Support the Estimating and Scheduling Engineer/Officer in delivering estimating services and reports within the context of the Engineering organization. Assist in the development and maintenance of Database of Engineering Estimates produced by the Engineering estimating group. Prepare detailed materiel and resource forecasting reports for projects considering materiel lead times, resource constraints and other factors, direct costs, risks, and assumptions. Analyze implications of project status changes from the moment of initial estimate to the moment of full funding release. Support engineering managers to assign design resource to deliver released projects.

Job Description
  1. Assist in the developing of estimate based on materiel and engineering design resource reports; and forecasting by applying project management, engineering, procurement, accounting, construction and commissioning standards, processes and policies. Coordinate the inputs of a variety of project related subject matter experts within E&CS, Project Management, Work Optimizations as well as other LOBs.
  2. Organize the Long Lead EQP/Materiel Report and materiel lead-time analysis versus funding release. Work with members of Organization, such as Engineering, Project Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project awarding date and EQP/Materiel ordering, construction start date and EQP/Material delivery date. Create and update formulas and flagging project dates in order to match the required I/S date.
  3. Present Long Lead EQP/Material Report and other estimating related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide weekly release of Long Lead EQP/Material report to top management and creating the interface for on-line web posting.
  4. Organize engineering design resource forecast reports and supply/demand reports to support work planning and funding decisions. Work with members of Organization, such as Engineering, Project Pay Scale Group MP2 Points 0245 Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project award and resource availability, construction date and design deliverables.
  5. Present Resource Forecast Report and other related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide update weekly to management and creating the interface for on-line web posting.
  6. Receive and evaluate reports from Work Optimization and Project Management regarding project status changes (partial/full awards, cancellations, on hold, I/S date modification#). Provide weekly checking with Work Optimization on project status accuracy and implications of I/S date changes. Report to the Estimating and Scheduling Engineer/Officer and to the Manager of Equipment Engineering & Special Projects any issues regarding project status changes as they pertain to the materiel and equipment ordering.
  7. Create forecasting reports based on active estimates database. Analyze resource, equipment and materiel forecasting procedures and reporting.
  8. Assist in the development and maintenance of business processes as related to engineering estimating, resource forecasting, and equipment and materiel forecasting.
  9. Work with other members of Organization such as Engineering, Scheduling, Work Optimization and Cost Analysis, to develop integrated project planning structures such as Work Breakdown Structures (WBS), Estimate Basis Documents, etc. and use these to develop estimates. Support E&CS managers and staff to extend existing Work Breakdown Structure (WBS) for materials and engineering hours. Match materials, WBS breakdown classification with purchasing related catalogue classification and programs (PassPort/SAP). Assist the estimators and equipment engineers in the WBS split up and developing of the project specific bills of materials.
  10. Assist in the development and maintenance of estimate databases of costs, labour rates, overheads, historic project costs and other relevant data in order to provide accurate estimate templates and to systemize data that enables estimate accuracy to be continuously improved. Extend the analysis of estimating, products and practices, identify and lead the integration of industry best practices for estimating reporting.
  11. Analyze risks to be considered at the estimate stage. Identify risks that may affect cost or delivery of projects. Act as a liaison between estimators, project managers and E&CS managers in order to create a general Risk Checklist as part of the estimating template.
  12. Support the development of project change notices, identifying such factors as scope changes, quantity changes, material changes and other changes to the estimates. Work together with Project Management and Work Optimization in order to receive in time an official status change notice for any modification that may affect project milestone data.
  13. Collect periodical updates from Engineering and Buyer (Inergi) regarding equipment/material average vendor lead time, availability and expiry date of BPO's. Update estimating database and reports based on received information.
  14. Customize equipment/materiel tendering score cards to include capital checking and evaluation points.
  15. Perform other duties as required


Requirement

  • Requires experience with accounting practices, budgeting, cost calculation and inventory procedures and related to engineering estimating and equipment and materiel forecasting processes.A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
  • Requires a knowledge of project management, engineering and accounting principles to perform cost analysis and cost control operations related to the preparation of estimates, forecasting and supply demand reports.
  • Requires a knowledge of computer technology for the compilation of reports and retrieval and extraction of data.
  • Requires a good knowledge of English to communicate effectively with others to prepare presentations and technical reports.This knowledge is considered to be normally acquired through the completion of Grade XII plus 4 years' further concentrated study.
  • Requires experience in a procurement environment to understand contracting, construction and commissioning standards and processes.
  • Requires an understanding of estimating and scheduling practices and the use of relevant information system computer applications.
