Full Job Description
The Market Expansion Project Manager plays a critical role in coordinating the planning, coordination, execution, and successful completion of fiber network buildouts from initial planning through project closeout. This position is responsible for ensuring projects are delivered safely, on schedule, within scope, and within budget while maintaining compliance with company standards, municipal requirements, and regulatory guidelines. The role requires strong collaboration across Engineering, Construction, GIS, Operations, municipalities, utility partners, and contractors while proactively identifying and resolving issues that may impact project delivery.

Key Responsibilities
  • Define and manage the end-to-end deployment of fiber network construction within communities, residential developments, and commercial developments throughout Southern Arizona.
  • Coordinate with Engineering, Construction, GIS, Operations, Finance, and other internal departments to ensure project alignment and successful execution.
  • Build and maintain strong relationships with municipalities, utility providers, contractors, engineering firms, developers, HOAs, and other external stakeholders as their main point of contact
  • Manage Right-of-Way (ROW) license administration and coordinate municipal agreements, including tracking, administration, valuation, and documentation of in-kind contributions and commitments.
  • Coordinate conduit opportunities, dedicated dark fiber IRUs, dark fiber breakouts, and lit service opportunities with municipalities and external partners.
  • Manage Individual Case Basis (ICB) construction requests and other special municipal projects.
  • Coordinate Capital Improvement Program (CIP) planning activities with municipalities and internal stakeholders to support future network expansion.
  • Review and coordinate aerial construction exception requests, micro-trench offset approvals, field changes, and construction variances to minimize project impacts.
  • Coordinate planning efforts for potential joint-build opportunities with municipalities, developers, utility providers, and third-party partners.
  • Evaluate opportunities to utilize existing city-owned conduit, fiber infrastructure, abandoned utility assets, and shared infrastructure where appropriate.
  • Ensure compliance with MDU requirements, gated community and HOA requirements, municipal standards, cabinet placement requirements, and project specifications.
  • Prepare, review, and coordinate permit applications, cover letters, supporting documentation, and agency submittals while tracking permit approvals.
  • Oversee contractor and vendor performance to ensure production goals are achieved for backbone construction, cabinet installations, open trench opportunities, and homes passed.
  • Negotiate and coordinate vendor services related to dark fiber breakouts, shared infrastructure, and other specialized project requirements.
  • Ensure GIS requirements, as-built documentation, and project records are accurate, complete, and submitted according to company standards.
  • Coordinate public notification requirements and maintain ongoing communication with municipalities and impacted stakeholders throughout project execution.
  • Develop and maintain reporting against approved build plans, including schedule performance, variance reporting, production metrics, and supporting justifications.
  • Maintain complete and accurate records of project activities, accounting documentation, contracts, permits, municipal agreements, change orders, and project deliverables.
  • Communicate effectively with all internal and external stakeholders involved in the construction process.
  • Identify roadblocks and risks for leadership while recommending practical solutions to maintain project schedules.
  • Perform other duties as assigned.


Qualifications
  • Bachelor's degree in Construction Management, Engineering, Project Management, Business, or a related field, or equivalent combination of education and 5-10 years of OSP Project Management experience.
  • Knowledge of municipal permitting, right-of-way administration, utility coordination, and regulatory requirements.
  • Ability to read and interpret fiber construction maps, engineering drawings, and utility plans.
  • Experience with GIS systems, project management software, and Google Workspace or Microsoft Office.
