The Systems Engineering, Integration, Test & Logistics (SEIT&L) Department at Northrop Grumman Oceanic Systems in Annapolis, MD is seeking a Functional Manager (Manager 2, Systems Engineering), to lead a team focused on program execution and technical leadership while also directly performing technical work on one or more programs. Broad experience executing systems engineering scope on programs, and a keen interest in working in the maritime surface/subsurface domain is required. The expectations of the role require a proactive, respectful, communicative, and authentic self-starter with a demonstrated ability to identify and own tasking to deliver on commitments.

Our campus supports complex and dynamic maritime programs of national strategic importance. This opportunity will allow you to contribute to the development of state-of-the-art systems while providing exposure to a wide range of advanced technologies. These include autonomous underwater vehicles (AUVs), remotely operated vehicles (ROVs), acoustic and non-acoustic sensors, sensor processing, navigation, platform integration, subsea and maritime surface communication technologies, advanced algorithms, and more.

The successful candidate will manage a team of 10 to 15 highly skilled engineers. Upon joining our collaborative management team, you will support, advocate for, and help grow this dedicated and talented group of professionals as we accomplish phenomenal work together.

If selected for this position your responsibilities will include:

  • Perform technical systems engineering activities on one or more programs and/or proposals
  • Assist in the development and implementation of the SEIT&L vision and strategies to drive employee engagement
  • Assist in execution of continuous improvement and strategic initiatives
  • Support the expansion of best practices across the campus program portfolio
  • Hire, train, and support development of talent while fostering a knowledge sharing environment in your team (including holding group meetings and active mentoring)
  • Foster innovation and ensure compliance with company policies while empowering team members through the identification and mitigation of obstacles to success
  • Conduct staff resource planning, forecasting and alignment to program opportunities
  • Conduct performance and salary reviews
  • Mentor, challenge, and identify opportunities for team member skill development to assist in their pursuit of personalized career objectives
  • Cultivate and foster a culture of unwavering commitment to the highest ethical baseline
  • Ensure consistent and efficient delivery of effective solutions
  • Provide Systems Engineering technical leadership to team members and programs
  • Provide guidance and oversight to the development of technical and cost proposals
  • Manage personnel assignments in our highly dynamic engineering environment
  • Effectively monitor and maintain budget performance, including productivity rate


This is a full-time on-site position comprised of approximately 20% functional management duties and 80% direct technical contributions on programs.

Basic Qualifications:
  • Qualified candidates must have a Bachelor's degree with 8 years of experience, a Master's degree with 6 years of experience, or a PhD with 4 years of experience
  • Demonstrated experience in one or more of the following systems engineering job functions: system architecture development, program engineering leadership, Model Based Systems Engineering (MBSE), digital thread development and management, requirements development and management, integration planning, test design, test planning, test procedure development and execution, authorship of test reports or other documentation containing Objective Quality Evidence, reliability engineering, system safety engineering, and implementation of systems engineering processes including risk and opportunity management
  • Proven ability to effectively communicate with management and individual contributors
  • Experience leading and motivating a team, establishing strong cross-organizational relationships, and managing stakeholder expectations
  • Current US citizen with an active Secret clearance and the ability to obtain a TS/SSBI; willingness to undergo a polygraph examination.


Preferred Qualifications:
  • Experience with underwater/naval systems such as submarines, sonar systems, sensors, torpedoes, towed vehicles, Autonomous Underwater Vehicles (AUVs) / Unmanned Underwater Vehicles (UUVs), Remotely Operated Vehicles (ROVs), or acoustic communications systems
  • Component, subsystem, or system performance modeling, simulation, or analysis experience, including use of associated toolsets (e.g. MATLAB/Simulink, LabVIEW, AFSIM, Python, etc.)
  • Proven ability to support successful program execution as a Chief Engineer, SEIT Lead, Engineering Program Manager, or System Architect, and a desire and willingness to mentor others in the growth of applicable skills
  • Experience in metrics-based cost estimating and/or the use of prior actual costs to support Basis of Estimates (BOEs) development
  • Model Based Systems Engineering (MBSE) experience including the use and application of Cameo, Rhapsody, or similar SysML modeling tool
  • Experience with establishment and/or management of a digital thread in a common or distributed computing environment
  • Experience with configuration management (CM) practices and tools
  • Experience with integration and test of maritime surface / underwater platforms, structures, sensors, payloads, or launch and recovery equipment
  • Experience with DOORS for schema instantiation, requirements development, tracing, decomposition, allocation, verification, etc.
  • Experience with safety engineering and the application of safety engineering standards to development programs
  • Experience with reliability engineering including predictive assessments, FMEA/FMECA development, reliability centered design, use of Windchill, MADe, or other reliability modeling tools, or use of reliability engineering in a digital design environment
  • Experience with common NG tools such as NX/Teamcenter/ISE/Workday/Concur/SAP
  • A current Top Secret/SCI clearance and ability to obtain a TS/SSBI; willingness to undergo a polygraph examination.

Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
