MANAGER, STATE GOVERNMENT RELATIONS (Central)

About the role:

eBay is seeking an experienced and highly motivated individual to join our organization as a Manager of State Government Relations, with a primary focus on legislative and regulatory issues in the central region of the US. This position can be based in Austin, Texas.
Primary job responsibilities:

The Manager, State Government Relations will serve as a critical member of the Washington, D.C. based government relations team and will report to the Head of State Government Relations.
  • Government Relations Strategy: Develop and implement comprehensive government relations strategies aligned with company objectives, with a particular emphasis on ecommerce, tax, privacy, AI, and payment processing.
  • Policy Advocacy: Monitor and analyze legislative and regulatory developments in the Southern region. Find opportunities and risks and develop advocacy plans to advance interests and address potential challenges.
  • Relationship Building: Cultivate and maintain positive relationships with key individuals, including legislators, governors, attorneys general, policymakers, regulatory agencies, and industry associations. Represent eBay's interests in meetings, hearings, and other relevant forums.
  • Legislative and Regulatory Monitoring: Track and analyze proposed legislation and regulation. Provide timely updates to internal team members and recommend appropriate actions.
  • Coalition Building: Collaborate with industry peers, trade associations, and other organizations to build coalitions and partnerships that support eBay's policy objectives.
  • Cross-Functional Collaboration: Work closely with internal teams to ensure alignment on government relations activities and strategies and compliance.
  • AI Competency. Demonstrate strong AI competency by effectively leveraging modern tools (e.g., generative AI, automation platforms, and data analysis tools) to enhance productivity, conduct in-depth research, and inform decision-making, while actively pursuing ongoing learning to stay current with emerging technologies and best practices.
Qualifications:

  • Minimum of five years of relevant experience in government relations, legislative affairs, or related roles, with a strong focus on ecommerce, tax, privacy, technology, AI, and payment processing.
  • In-depth knowledge of regional state legislative and regulatory processes.
  • Demonstrated track record of successfully advocating for policy positions and achieving desired outcomes in a complex environment.
  • Strong network of contacts, including policymakers, staff, and relevant agencies.
  • Excellent communication skills, with the ability to articulate complex issues in a clear and concise manner.
  • Ability to work effectively in a fast-paced and dynamic environment, leading multiple priorities and maintaining excellent relationships within the business.

Additional Details

The base pay range for this position is expected in the range below:
$86,800 - $150,100

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an "at-will position" and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
