Full Job Description
Torngat Metals is seeking a qualified Manager, Procurement to join its team located in Montreal. Reporting to the Director, Procurement and Supply Chain, this role is responsible for leading the procurement of major equipment packages and project services in support of a large, complex capital project. This role manages the full procurement lifecycle, including vendor selection, contract negotiation, purchase order issuance, and supplier relationship management. This role requires strong experience operating within a large project or EPCM environment, with a focus on early procurement planning, long-lead item management, and close coordination with technical and logistics teams.

What You'll Do:
  • Develop and implement the procurement strategy and policies for the project, aligned with budget, schedule, and qualityobjectives.
  • Manage the full procurement lifecycle, from market engagement and tendering through contract award and closeoutacross construction and operational phases.
  • Lead negotiations, prepare contracts, and ensure terms protect the company's commercial and risk interests.
  • Issue purchase orders and manage procurement transactions in line with corporate policies.
  • Monitor supplier performance, delivery timelines, and quality compliance.
  • Collaborate closely with Project Management, Engineering, Construction,Logistics,and Finance teams to ensure procurement aligns with project requirements.
  • Manage procurement budgets, track expenditures, and provide regular reports on procurement status, savings, and risks.
  • Maintain strong supplier relationships and develop contingency plans to mitigate supply chain risks.
  • Ensure compliance with all regulatory, safety, and environmental requirements in procurement activities.
  • Support operations readiness planning by ensuring procurement activities alignwith commissioning,start• up, and early operations requirements
  • Coordinate with Operations and Maintenance teams to ensure:
    • Initial operating spares areidentified,procured, and delivered on time
    • Long-lead consumables and critical inventory items are secured ahead of start-up
  • Support development and implementation of warehouse, laydown, and inventory strategies, in coordination with Logistics and Operations
  • Assistwith defining vendor service agreements, warranty support, and supplier handover requirements to Operations
  • Support the structured transition of procured assets, documentation, and supplier relationships from Project execution to Operations ownership
  • Mentor and develop procurement team members, fostering growth and operational excellence

What We're Looking For:
  • Bachelor's degree in Supply Chain, Business Administration, Engineering, or related field.
  • 10-15+ years of procurement experience in mining, heavy industry, or capital-intensive projects(>$500M).
  • Bilingualism (English/French)is required.
  • Ability to work collaboratively across disciplines in a matrixed project environment.
  • Strong knowledge of procurement processes, vendor management, and contracting practices (IDP/EPCM/EPC experiencerequired).
  • Strategic view anddemonstrablenegotiation skills.

  • Excellent organizational, analytical, and communication skills.
  • Ability to work effectively in a remote or project-based environment.
