Full Job Description
Basic Function

HF Sinclair in Dallas, Texas is seeking a Process Safety Manager to provide technical leadership and oversight for process safety and operational risk reduction across midstream pipelines, storage tanks, and loading facilities. The role partners with operations, engineering, and leadership to ensure compliant and practical risk-based process safety programs that protect people, assets, the environment, and company reputation.

Job Duties

Process Safety Leadership
  • Serves as the primary technical authority for process safety elements applicable to midstream operations, including hazard identification, risk analysis, and safeguards management.
  • Provides expert guidance on process safety risks associated with pipelines, storage terminals, pump stations, and liquid loading facilities.
  • Supports development, implementation, and continuous improvement of process safety policies, standards, and procedures.

Risk Analysis & Engineering Support
  • Conducts risk assessment activities such as hazard and operability studies for new and existing assets.
  • Participates in design reviews, Management of Change (MOC), Pre-Startup Safety Reviews (PSSR), and material or equipment changes affecting hydrocarbon systems.
  • Reviews and approves technical studies related to overpressure protection, surge protection, leak detection, and other loss of containment prevention and emergency response equipment.

Regulatory & Standards Compliance
  • Interprets and ensures compliance with applicable regulations and standards, including PHMSA, DOT pipeline safety regulations, API, NFPA, and applicable state requirements.
  • Provides technical support during regulatory inspections, audits, and incident investigations.
  • Tracks regulatory changes impacting midstream facilities and communicates implications to stakeholders.

Incident Prevention & Learning
  • Supports investigations of incidents, near misses, and high-potential events; identifies systemic and latent process safety failures.
  • Leads development and tracking of corrective actions to address root causes.
  • Analyzes leading and lagging process safety metrics and recommends improvement actions.

Operational Engagement & Training
  • Partners with operations, maintenance, and engineering teams to embed process safety principles into day-to-day work.
  • Develops and delivers process safety training for engineers, operators, and leaders.
  • Coaches teams on hazard awareness, barrier integrity, and safe operating envelopes.


Experience

10+ years of experience in process safety, operations, or engineering within oil and gas or adjacent process industries, with direct exposure to midstream assets.

Strong working knowledge of pipeline safety and other regulatory requirements and pipeline and terminal safety standards.

Demonstrated experience leading risk assessments, managing MOCs, and incident investigations.

Preferred Experience:

Experience with long-distance pipelines, storage terminals, and liquid fuel loading rack operations.

Education Level

Bachelor's degree in Chemical or Mechanical Engineering, or a related technical discipline

Supervisory/Managerial Responsibility

Responsible for the supervision, and leadership, of employees in Process Safety across multiple locations.

Work Conditions

This role may require 30% travel to field locations, terminals, and pipeline facilities. The position involves collaboration with cross-functional teams in both office and operational environments.
