Purpose:

The Manager, Policy Adherence & Effectiveness (PAE) is a key contributor to the success of the Retail & Small Business Credit Policy Adherence & Effectiveness team of Business Risk Management (BRM) in International Banking.

The Manager, PAE conducts reviews and analysis of credit files within assigned portfolios of both retail and small business lending products in International Banking. The reviews include credit file and data analysis for the product's lifecycles: application & origination, underwriting & adjudication, funding & fulfillment, account management, and collections & forbearance, for the various delivery channels in the assigned jurisdiction.

Key review metrics include:
  • Adherence to established policies, processes, exception authorities and regulatory requirements;
  • Identify negative trends or control gaps impacting portfolios;
  • Identify root causes of the trends/gaps, analysis potential solutions supported by adequate data, and present solutions to PAE management;
  • Make recommendations to address the issues noted.

The Manager, PAE is an experienced retail and/or small business lender (with an emphasis on the 5Cs of credit) with a sound knowledge of the Bank's products and lending policies, combined with a good understanding of the Bank's credit culture and bank regulations. The Manager is expected to work both individually and within a team, taking initiative and aiding as required to meet the team's overall objectives.

What You'll Do:
  • Loan File Review:
    • Oversee/conduct reviews over an assigned portfolio of approved/funded credits to ensure applications are adjudicated in accordance with policy and regulatory requirements
    • Review and report on consistency of decisions and loans conditions, including the adherence to risk tolerances across lending units
    • Utilize internal documentation to conduct the review, such as Standard Operating Procedures, policy manuals, job aids, internal front-end platforms
    • Where decisions are made by an exception centre, review, and report on the adherence to assigned limits & exception authorities, quality of the decision, quality of the communication and ability to replicate the repayment capacity
    • Manage the file review within the establish timeframes and in accordance with the approved annual targets
    • Respond to ad hoc requests from PAE Management for clarification, expansion of the scope of review, or any other change as directed
    • Maintain a strong knowledge of policies, process and regulation changes impacting the portfolios, as well as micro- and macro-economic indicators.
    • Respond to Second and Third Line reviews of the work done
  • Problem Identification
    • Identify and assess the materiality of control weaknesses, ensuring facts are gathered to support the issues
    • Identify root causes of issues
      • Quantify the impact of the issues on the portfolios, supported by adequate analytics to size up the impact
      • Negotiate findings with PAE management to gain concurrence of findings and next steps to bring the issues to the applicable stakeholders
  • Formulation of Recommended Actions:
    • Produce timely review findings in such a manner that all significant issues are documented in a format that can be actioned by the stakeholders;
    • Formulate recommendations for policy or process enhancements and/or corrective actions, keeping in mind the Bank's customers, to address the gaps or negative trends noted;
    • Participate in presentations of findings with stakeholders, and help negotiate action plans and resolution dates with them, supported by your analysis to quantify the impact of the gap/trend;
    • Follow up, when required, on the action plans with stakeholders and provide updates to PAE management
  • Assessment of Corrective Actions:
    • When required, participate in subsequent assessments to confirm the implementation of action plans addressed the initial gaps/trends in the previous reviews;
    • When results indicate the gaps/trends are still present, negotiate with the stakeholders for updated action plans and resolution dates.
  • Support BRM and other stakeholders as it relates to:
    • Providing information regarding your assigned region for the purposes of planning and enhancing the program's effectiveness.
    • Participate and lead other projects as they arise within BRM, including emerging risks;
    • Collaborate with BRM's MIS/analytics team to enhance automated processes, data accuracy, reporting requirements, and adoption of Artificial Intelligence;
    • Complete ad hoc review requests that are assigned last-minute;
    • Participate in reviews conducted by Audit and Bank regulators (e.g. OSFI or local), supporting the department with various tasks prior, during and after their reviews;
    • Lead by example in all employee and stakeholder communications to drive service delivery and enhance relationship management.

What You'll Bring:
  • A University degree in Business, Statistics or Auditing is required.
  • A minimum of three or more years of progressive, relevant, and practical experience in the financial services sector.
  • Expert understanding of the 5Cs of credit in the retail & small business lending portfolios;
  • Expert understanding of the lending processes, from the customer interaction, system decisions, exception approvals, condition fulfillment and funding process;
  • Expert usage of Microsoft office, particularly Excel, Word, and PowerPoint;
  • A strong understanding of the Bank's delivery channels (branches, indirect mortgages, Automotive Lending, Digital platforms, etc) and centralized processing units (e.g. Loan Adjudication and Loan Underwriting Centres);
  • The Manager must be extremely detail oriented, considering both quantitative and qualitative review objectives;
  • Strong communication skills both oral and written;
  • Thorough knowledge of the Bank's organizational structure, in particular the three lines of defense;
  • Thorough knowledge of regulatory requirements and the financial industry in the assigned region;
  • Thorough knowledge of various bank adjudication platforms (e.g. ScotiaHome, SBH, MIMS) and systems (e.g. Intralink, OM, DRE etc.);[A
