YesMake a differenceReporting to the Facilities Manager, Security Systems, the Manager, Operational Technology (OT) is responsible for ensuring the achievement of business needs and outcomes for Toronto Community Housing (TCHC) OT programs and planned capital project delivery. The incumbent will manage and lead key OT initiatives, such as new capital implementations, upgrades and compliance remediation projects as assigned. They will be responsible for conducting program, project management and business analysis functions as required to ensure timely, on-budget, selection, acquisition, and implementation of new or revised OT for TCHC in partnership with the associated business divisions, such as Facilities Management, Information Technology Services, Regional Operations, consultants, vendors and our clients which include the managers, staff, subsidiaries of TCHC including the City of Toronto. They will be responsible for developing and implementing OT program governance, procedures, policies, tools and templates to aid in the delivery of an enterprise-wide OT program.
What you'll do- Develop and implement TCHC's OT strategy aligned with key business objectives.
- Collaborate with the Facilities Manager, Security Systems to identify operational technology priorities and strategies.
- Oversee the design, implementation and optimization of OT systems and associated infrastructure in collaboration with our stakeholders.
- Develop and manage OT project scopes, budgets, resources, procurement and vendors to achieve cybersecurity compliance, reliability, resilience and peak performance of the OT environment.
- Plan and implement modernization projects targeting TCHC's OT transformation initiatives across the portfolio ensuring successful and timely delivery.
- Develop and implement OT governance frameworks, standards, policies, procedures, and KPI's.
- Provide tactical direction for OT systems, infrastructure and building automation systems based upon industry standards in collaboration with key internal and external stakeholders.
- Promote a culture of operational excellence, safety, innovation and continuous improvement.
- Implement preventative maintenance and monitor OT system performance, uptime and operational efficiency.
- Develop standard operating procedures, technical designs, specifications and implementation plans for OT systems in collaboration with the business units.
- Provide support for operational reporting, audit compliance and continuous improvement initiatives.
- Maintain OT asset inventories, technical documentation, architecture diagrams, backup procedures, disaster recovery and business continuity planning.
- Identify opportunities to reduce downtime, improve resiliency and optimize operational processes.
- Conduct OT risk assessments, audits, vulnerability management, threat mitigation and incident response activities.
- Manage and support OT infrastructure including ICS, SCADA, PLCs, HMIs, DCS platforms, historians, industrial networks, building security systems, elevator controls, life safety and building automation systems.
- Collaborate with all TCHC business units and vendors to support lifecycle management activities for OT hardware, software, network infrastructure
- Ensure compliance of OT with applicable industry standards, cybersecurity and regulatory requirements.
- Provide technical oversight for key OT systems
- Manage assigned project teams including allocation of approved staff resources, delegating, scheduling and prioritizing of staff workloads to ensure project deliverable are met.
- Research, analyze and assess potential projects as assigned, working with stakeholders and appropriate TCHC staff to produce business cases, project scope documents, project plans and deliverables.
- Manage partnerships with internal and external stakeholders, vendors, service providers, Senior Management teams, and other TCHC Business Units.
- Prepare project plans by producing detailed project scopes, objectives, deliverables, forecasts, work breakdown structures, project charters & project timelines, work plans and by ensuring implementation, contingency, risk management and mitigation, communications, quality assurance & staffing plans are completed.
- Ensure stakeholder signoff / approval is obtained at each step of Project Management Life Cycle.
- Conduct routine site inspections, approves progress and resolves all deficiencies.
- Effectively manage the allocation of project budgets and forecasts dedicated to the delivery of assigned projects and ensuring that cost control criteria are met.
- Perform project control / tracking / reporting by ensuring that day-to-day management of project working groups, including assigned staff, is conducted
- Schedule and conduct project meetings, progress updates including technical team, working groups, and steering committee.
- Ensure stakeholder satisfaction throughout project lifecycle.
- Engage in timely quality assurance reviews of projects, vendors and suppliers.
- Ensure timely procurement, delivery and tracking of all materials for projects.
- Manages system testing and conducts final commissioning on a timely basis.
- Ensure proper documentation and as-built drawings for each project.
- Prepares reports for monitoring project costs, approve invoices, justifies and approves change orders when required.
- Research, review and prepare advice and reports on project management trends and issues
- Preparation of RFP's, RFQ's, or RFI's.
- Any other responsibilities as assigned by the Facilities Manager, Security Systems, and Facilities Management division.
- Oversees and manages the implementation of OT governance, tools and templates for use between Facilities Management division and for a uniform, cohesive framework with all TCHC stakeholders. Contributes to the development and modifications of the FM program delivery framework.
- Gather and analyze program and project management reports, project status and management reporting requirements, report on the assigned change projects, change requests and project plans to the Facilities Manager, Security Systems and Director of Smart Buildings and Energy Management.
- Supervise and assist in the training and mentorship of Program Coordinators, Program Supervisors, Security System Technicians, including the use of documentation, methodologies, tools and templates within Smart Buildings and Energy Management unit within the Facilities Management division
What you'll need- Minimum 7 + years program and iterative project management experience in delivering diverse large-scale OT programs.
- Experience with the implementation and maintenance of OT systems, industrial automation systems, manufacturing and industrial information technology/cloud integration, on a multi-year basis.
- Experience with SCADA/HMI systems, PLC programming, industrial networks, cybersecurity frameworks and network segmentation architectures for OT environments.
- Knowledge of OT communication protocols such as Modbus, OPC, BACnet, Profinet.
- Experience with cloud computing and industrial IoT technologies.
- Previous experience being a project lead in operational technology environments, information technology upgrades, and cloud system integration projects is an asset.
- Excellent knowledge of and implementation of Project Management governance, key project management methodologies, tools, templates and project documentation for successful project deliverance.
- Must have excellent knowledge of the principles and practices of both traditional and agile project management methodologies and demonstrated ability in monitoring, reviewing and reporting on major projects.
- Must have excellent communication, team building skills, listening, coaching, group facilitation and conflict resolution skills
- Supervisory or managerial experience
- Extensive knowledge working with operational technologies and problem resolution within associated projects and system maintenance
- Excellent budget and risk management skills
- Experience leading vendor management and contract negotiations• Strong presentation, writing, and/or training skills
- Experienced meeting facilitator
- Excellent interpersonal and oral / written communication skills and client relationship skills
- Analytical ability with excellent attention to detail
